House Passes New Russia Sanctions That Would Curb Trump's Power

The U.S. House voted to strengthen sanctions against Russia and rebuked President Donald Trump, whose campaign is being investigated for possible ties to Moscow, by preventing him from unilaterally lifting penalties.

The measure, which also would impose new sanctions on Iran and North Korea, passed the House Tuesday on a vote of 419-3. The bill now goes to the Senate, where members of both parties have spoken in favour of revisions made to a version of the legislation they passed last month.

The White House has sent mixed messages about whether Trump would sign the measure, expressing concern over limiting the president’s power to ease sanctions on his own.

Trump supports sanctions against the three countries but wants to make sure the U.S. gets “good deals,” White House spokeswoman Sarah Sanders told reporters aboard Air Force One on Monday.

The Russia sanctions measure, H.R. 3364, is a rare signal of disapproval of Trump from congressional Republicans. They say they want to prevent the president from acting on his own to lift penalties imposed by the previous administration for meddling in last year’s U.S. election and for aggression in Ukraine.

House and Senate committees and the Federal Bureau of Investigation are examining possible ties between the Trump campaign and Russia.

“This bill represents a very broad, bipartisan House-Senate agreement that the United States must enforce tougher sanctions,” Foreign Affairs Committee Chairman Ed Royce, California Republican, said on the House floor. He said it “targets the things that matter” Russian President Vladimir Putin.

Eliot Engel of New York, the committee’s top Democrat, said, “This administration has shown over and over that they are willing to cozy up to Putin. But here’s the truth: Putin is not our ally.”

Health Fight

As a bitter fight over health care consumes much of Washington, the sanctions bill is one of the few major legislative efforts uniting members of the fractured Republican Party, along with their Democratic colleagues.

Ed Royce of California, chairman of the House Foreign Affairs Committee, told reporters in Washington Tuesday that Russia, Iran and North Korea “pose serious threats to our national security.”

“It’s well past time to respond with meaningful action,” he said.

The original bill from the Senate Foreign Relations Committee included sanctions only on Iran, modelled on previous executive orders, designed to punish entities that support terrorism, sell weapons to Iran, or help that country’s ballistic missile program. The bill also authorizes, but doesn’t require, sanctions on human-rights abusers.

The Russia sanctions were added in an amendment on the Senate floor. Senator Lindsey Graham, a South Carolina Republican, also introduced a provision to reaffirm the U.S. commitment to Article 5 of the NATO agreement, which requires members to defend other nations in the alliance.

House leaders flagged procedural concerns with the Senate-passed bill, saying the Constitution requires legislation raising revenue to originate in the lower chamber.

In resolving that issue, Republicans also limited the minority party’s power to introduce and fast-track a resolution to question an effort by Trump to ease Russia sanctions.

Under the House-passed version, Congress could prevent the president from completing the proposed action through a joint resolution disapproving it. In the House, the resolution would have to be introduced by the majority or minority leader; in the Senate, those leaders or a designee could introduce the measure.

Meanwhile, energy companies stepped up their lobbying in opposition to a prohibition against working on international projects with even a small Russian stake.

That rule was changed to apply only to ventures in which sanctioned Russian entities have at least a 33 percent interest, which prevents Russian firms from buying into a fraction of a project to keep American competition away.

This new threshold allows ventures such as the Shah Deniz project in Azerbaijan, where BP Plc is the main operator and Russia’s Lukoil PJSC has a 10 percent stake in an ongoing expansion.

The change also appears to give a green light to the Sakhalin 1 oil fields in Russia’s far east, where Exxon Neftegas Limited, a subsidiary of Exxon Mobil Corp., has a partnership with two Russian companies that have a combined interest of 20 percent.

North Korea

House Majority leader Kevin McCarthy of California also pushed for the inclusion of North Korea sanctions over its nuclear and ballistic-missile programs. The House has passed such sanctions 419 to 1 in May.

Timing of a new Senate vote is uncertain. The chamber is mired in debate over repealing and replacing Obamacare and plans to stay in Washington for the first two weeks of August. The House is set to begin its five-week recess at the end of this week.

In addition, Senator Bob Corker, chairman of the Foreign Relations Committee, suggested some concerns have to be resolved before the measure is sent to the president.

"We’ll figure out how we’re going to do it," Corker, a Tennessee Republican, told reporters Tuesday in Washington. "We worked through all the language on Russia. There was no concern on Iran. Adding the North Korea piece, we’ve got to figure out how we want to deal with that."

Following through on the promise to be tough on Russia is one of the few accomplishments House members will have to show constituents during the summer break. Their health-care plan remains deeply unpopular, and GOP leaders are working through the main elements of their tax plan, including how to pay for it.

Trump continues to push back against the investigation of possible collusion between his campaign and Moscow, which he has called a “witch hunt.” His son-in-law and senior adviser, Jared Kushner, was interviewed in private by the Senate Intelligence Committee Monday and appeared Tuesday before a House panel.

FAAC shares N652.2 bn to FG, states, councils for July

The Federation Account Allocation Committee (FAAC) Tuesday distributed  N652.229 billion to the three tiers of government.

Addressing the press shortly after the monthly meeting, Accountant General of the Federation (AGF), Mr. Idris Ahmed explained that gross statutory revenue for July was N570.584 billion, which was N253.022 billion higher than N317.562 billion realized in June.

Non- mineral revenue increased by N181.2 billion from N157.5 billion in May to N338.8 billion in June.

He added that N29.8 billion was shared to oil producing states as their 13 per cent oil derivation, while Federal Inland Revenue Service (FIRS) refund stood at N22.1 billion.

The AGF pointed out that federal government got N286.650 billion, while states got N178.619 billion.

The 774 local governments were allocated N134.927 billion.

Idris also disclosed that the decrease in the average price of crude oil from $55.18 to $50.27 per barrel and a significant decrease in export volume by 3.20 million barrels resulted in decreased revenue from export sales for the federation by $183.68 million.

“Crude oil production suffered due to leakages, shut-ins and shut-downs at terminals for maintenance and the force majeure declared at Forcados Terminal since February 2016 subsisted.

There were significant increases in Companies Income Tax (CIT) being the peak period for its allocation and PPT. Also VAT, import and excise duties recorded marginal increases”, he revealed.

On why Lagos is yet to start collecting derivational revenue, Idris noted that the state has crossed the major hurdle of being recognised as an oil producing state.

“Now, the regulatory agencies will assess the state the state to determine the quantum of oil the state possesses. That job on course and Lagos knows is position and it will be entitled to 13 per cent of value of oil obtained from the state”, he explained.

In his remarks, the Chairman, Forum of States’ Finance Commissioners, Mahmoud Salihu Musa from Adamawa State said all states were working very hard to improve their internally generated revenue in order to reduce their over-reliance on federal allocation.

“At the state level, we are working round the clock to diversify our inflows. Each of us are depending on the economic potential. We are determined that in the next on year or a little above that, we will be paying salaries with with our IGR while money from the centre will be mainly for projects”, he stated.

Cure for HIV found- 9-year-old South African ‘cured’ of the virus

Doctors in South Africa say a nine-year-old boy infected with HIV at birth may have been cured of the disease as he has spent most of his life without needing any treatment.

According to BBC, the little boy, whose identity is being protected, was given a burst of treatment shortly after birth, but he has since been off drugs for eight-and-a-half years without symptoms or signs of active virus.

This is unusual because HIV carriers usually need treatment every day to prevent the virus from destroying their immune system and causing AIDS.

Medical researchers say understanding how the child is protected could lead to new drugs or a vaccine for stopping HIV.

The child caught the infection from his mother around the time of birth in 2007, and tests showed he had very high levels of HIV in the blood.

However, though early antiretroviral therapy was not standard practice at the time, it was given to the child from nine weeks old as part of a clinical trial.

Gradually, levels of the virus became undetectable and treatment was eventually stopped after 40 weeks, and unlike anybody else on the study, the virus has not returned.

This is the third case where early therapy against HIV has proved ‘successful’.

“The ‘Mississippi Baby’ was put on treatment within 30 hours of birth and went 27 months without treatment before HIV re-emerged in her blood,” the report read. “There was also a case in France with a patient who has now gone more than 11 years without drugs.”

However, Avy Violari, the head of paediatric research at the Perinal HIV Research Unit in Johannesburg, said it was doubtful “that antiretroviral therapy alone can lead to remission”.

“We don’t really know what’s the reason why this child has achieved remission – we believe it’s either genetic or immune system-related,” he said.

It is worth noting that while there is no active HIV in the child’s body, the virus has been detected in the child’s immune cells. Latent HIV can hide inside the immune cells for long periods of time, so there is still a danger the child could need drug treatment in the future.

Diana Gibb, a London-based researcher, said cases like this are “exciting to see.”

“But it is important to remember it is one child,” he added. “HIV is still a massive problem around the world and we mustn’t put all our eyes on to one phenomenon like this, as opposed to looking at the bigger issues for Africa.”

There are over 36.7 million people living with HIV all over the world, and only 53% of them are receiving antiretroviral therapy.

Former president of Civil liberty Organisation (CLO), Mr. Olisa Agbakoba (SAN), has called on former President Olusegun Obasanjo to use his clout as an elder statesman to galvanize the political elite and cause a process that would give way to a young new vibrant political leadership in the country.

Agbakoba made this request on Monday in a personal letter he wrote to the former president, copy of which he made available to the Nigerian Tribune, lamenting the poor quality leadership as the bane of the country.

In the letter, titled, Nigeria needs a Generational Shift in political Leadership,” Agbakoba, who is also former president, Nigerian Bar Association (NBA), expressed concerned about the quality of leadership in Nigeria, noting that corruption was endemic and poverty was high, while life expectancy was low.

According to him, Nigeria ranks poorly on all international human development indicators, even as he recalled the word of the late writer of repute, Chinua Achebe, in his book “The Trouble with Nigeria,” where he pointed out the situation of Nigeria was directly linked to failure of leadership.

Agbakoba further lamented that Nigeria was held back by a crop of leadership that had outlived its usefulness and effectiveness as a result of old age, whereas the modern history of the country  was shaped by young people, including the likes of the sage, Chief Obafemi Awolowo, Dr. Nnamdi Azikiwe, Alhaji Ahmadu Bello, who were still quite young then.

“I am concerned about the quality of leadership in Nigeria. Corruption is endemic. Poverty is high. Life expectancy is low. Nigeria ranks poorly on all international human development indicators. Chinua Achebe in his book ‘The Trouble with Nigeria’ pointed out the situation of Nigeria is directly linked to failure of leadership.

“Our country is held back by a crop of leadership that have outlived usefulness and effectiveness as a result of old age. It beggars belief that there is no culture among our political elite, to encourage younger people with new ideas to aspire to positions of leadership, in particular the office of the President.

“The modern history of Nigeria was shaped by young people. Your Excellency was 39 years when you became Head of State. Zik was 40 when he founded the NCNC. Awolowo was 43 when he became Premier of Western Region. Ahmadu Bello was 40 when he co-founded the NPC. Ojukwu and Gowan were in their 30s when they took centre stage in Nigerian politics,” Agbakoba said.

The former NBA president said it appeared a contradiction that after a young vibrant set of leaders got Nigeria off the ground in the early 60’s, Nigeria had steadily descended into chaos and was probably now ranked as one of the most ungovernable countries in the world.

Agbakoba said it was due to this that he felt compelled to request for Obasanjo’s intervention, who he posited had enough clout to galvanize the political elite to bring about the needed change, declaring that Nigeria should by now “produce the like in France, a Macron or in Canada, a Trudeau.”

“I believe it is time for our elder statesmen to give way to a young new vibrant political leadership. I am also convinced that with your support this can be achieved and expanded to become high policy amongst all political parties in Nigeria. Nigeria will greatly benefit. I strongly feel that a radical change in political leadership from old to new will be informational,” Agbakoba posited.

Okorocha while speaking in Owerri, the state capital said he will also not run for the presidency unless he gets as much a 10 million endorsement from Nigerians.

Speaking while hosting youth delegates from all the geo-political zones of the country, Okorocha said: “I will not run in 2019 if President Muhammadu Buhari will be running. Even at that, I will not also run at any given time unless 10 million Nigerians endorse me.”

If only for this, my mission for this nation is today achieved.

First in history - Vatican turns off fountains as drought bites harder

The Vatican has turned off its famous fountains for the first time in living memory as drought caused by hot dry weather spreads across Italy.

“The drought that is affecting the city of Rome and the surrounding areas of the capital has led the Holy See to take measures to save water,” read an information on the website.

“The Governorate of Vatican City State has decided to turn off all the fountains, both the external ones located in St. Peter’s Square, and the interior fountains including those in the Vatican Gardens.”

According to the CNN, the Vatican has about 100 decorative and drinking fountains, including two 500-year-old marble masterpieces in St. Peter’s Square.

Similarly authorities in charge of the city of Rome have also begun to turn off some of the 2,500 drinking fountains for which the city is renowned. The fountains also served to quench people’s thirsts in the hot summer months.

An official told newsmen that a minimum of 85 fountains will remain open, adding that a decision will be reached on how many fountains to close day by day, based on the weather and severity of drought.

The hot weather has also triggered wild fires in some parts of Italy and France, leading to the destruction of almost two-thirds of the country’s farmland.

According to a statement issued on Tuesday by Coldiretti, an Italian farmers’ lobby group, “violent thunderstorms and hailstones on farmland exhausted by drought in a crazy summer marked by extreme (weather) events has driven up the financial losses in the countryside to more than 2 billion euros”.

Embattled former Managing Director of the defunct FinBank, Okey Nwosu

Justice Lateefa Okunnu of a Lagos High Court sitting in Ikeja in Tuesday heard how embattled former Managing Director of the defunct FinBank, Okey Nwosu allegedly used funds sourced from within the bank to fraudulently buy shares in the same bank.

Elonna Ezulu, who was an officer in the legal department of the defunct bank revealed this while testifying in a N10.9 billion fraud brought against Nwosu and 3 others, further added that it is not proper for the bank to use its own money to purchase shares.

Ezulu said this while being cross-examined by the prosecuting counsel for the Economic and Financial Crimes Commission (EFCC), Mr Rotimi Jacobs (SAN).

The witness further opened up that himself and his team were not aware that the directors used N18bn of the bank money to purchase its own shares.

“I was not informed that the N18bn of the bank money would be used to purchase its own shares.”

“My unit was not involved in the purchase of the shares.”

“It’s illegal for the bank to use its own money to buy its own shares,” Ezulu said.

Ezulu under cross-examination further revealed that in 2009, the Central Bank of Nigeria and the Nigerian Deposit Insurance Corporation conducted special examination on 24 Nigeria deposit banks and the examination revealed that Finbank and some other banks were in grave conditions.

He stated that the grave conditions detected as at that time were: capital inadequacy and liquidity ratio which was below regulatory ratio, weak corporate frameworks, and high ratio of non-performing loans.

He further revealed that Finbank has a loss of N150bn for the 2009 financial year.

He, however, added during cross-examination that to stabilize Finbank, the CBN extended N50bn 7 years facility to the bank, gave an order that the executive management team be replaced with the CBN appointed management and immediate order to recapitalize.

While answering questions on the executive management compensation, Ezulu stated that despite the fact that the bank was wallowing in debt, the board approved some special package for executives.

“Following due deliberation, the board approved special compensation package for the MD CEO, executives, group executives.”

“The MD CEO was to be given N60m, the executive directors N45m and the group executive directors N35m.”

Justice Okunnu thereafter adjourned the case till November 6, 8, 9 and 14, 2017 for continuation of trial.

Nwosu has been standing trial since 2003 alongside three former directors of the defunct Finbank – Dayo Famoroti, Danjuma Ocholi and Agnes Ebubedike for an alleged banking fraud of N10.9bn.

They were arraigned on 26 counts which they all pleaded not guilty to.

The case suffered a setback when the defendant went all the way to the Supreme Court challenging the jurisdiction of the lower court to try them.

Why Fayose was left out of Governors’ delegation visiting Buhari – Femi Adesina

When the list became public on Monday after a story by The Punch, questions were asked on why Fayose, who had made more comments and passed criticisms on the President’s health status was left out of the delegation.

The Special Adviser to President Muhammad Buhari on Media and Publicity, Femi Adesina, on Tuesday shed more light on why the Ekiti State Governor, Ayodele Fayose, was left out of the delegation of governors scheduled to meet with Buhari on Wednesday.

The delegation is made up of Governors Dave Umahi of Ebonyi State, Umar Gandoje of Kano State, Kashim Shettima of Borno State, Samuel Ortom of Benue State, Udom Emmanuel of Akwa Ibom State and Abiola Ajumobi of Oyo State.

Replying to questions at an interactive forum with newsmen, which was also attended by the Senior Special Assistant on Media and Publicity to the President, Malam Garba Shehu, and Senior Special Assistant on Media and Publicity in the Office of the Vice President, Laolu Akande, Adesina said the choice of those meeting Buhari was the prerogative of the Nigerian Governors’ Forum.

He said: “The selection was by the Governors’ Forum and you will see that the delegation is headed by Governor Yari, who is Chairman of that forum.

“So that question should go to the forum.”

On why the governors are visiting the President, Shehu said: “The visit is a goodwill visit and there is nothing more than that.
“I believe Nigerians in various position have yearned to go meet the President and at some point this obviously has not been permitted.

“But given the change in circumstances, you can see that is coming from London itself and from the President is welcoming.
“It is a goodwill visit.

“As a cultural people, we visit people leaving hospital and I’m sure the President himself will be delighted to see people coming from the six geopolitical zones, coming to convey the goodwill of Nigerians.”

The delegation is expected to leave on Tuesday night (today), arrive the UK in the early hours of Wednesday and have a 3pm meeting with Buhari same day.

When asked if the ministers-designate will be sworn in soon, Adesina said: “I like the word soon that you used because that is the real position. The ministers will be sworn in soon, sooner than you think it will happen.”

5 Arrested Over Kidnapping Of Gov. Mother

The Nigeria Police Force on Tuesday said it had arrested five suspects in connection with the kidnapping of Gov. Yahaya Bello’s Mother in May 2014.

The News Agency of Nigeria ( NAN) reports that Hajia Hawawu Bello, 80, mother of Gov. Bello, the then Managing Director of Fair Plus Transport Services, was kidnapped in Uvete, Adavi Local Government Area of Kogi, on May 29 2014.

The suspects are: Iliyasu Suleiman, 44, former Councillor and gang leader, Danjuma Ibrahim, 26, Iliyasu Obadaki, 35, Alhaji Nasiru, 43, and Hafiz Yakubu.

The Force Spokesman, CSP Jimoh Moshood, disclosed this at a news conference on Tuesday in Abuja.

Moshood said that items recovered from the suspects include: two AK 47 rifles; 20 live cartridges; one army camouflage inner wear; two army camouflage pair of trousers and two army camouflage caps.

Others  are; one black Beretta; two plastic guns; three sharp knives and one axe.

He said that all the suspects had confessed to the kidnapping of the governor’s mother and other robberies in FCT, Kogi and Niger.

The Force spokesman said that efforts were being intensified to arrest other fleeing members of the gang while the suspects would be charged to court on completion of investigation.

He enjoined members of the public to cooperate with the Police to prevent crime and criminality in their localities.

In a related development, Moshood said the Inspector-General of Police, Mr Ibrahim Idris, had deployed a joint police team to the Abuja-Kaduna highway.

He said the team comprised Special Police force, Mobile Force, Counter Terrorism Squad, the Force Intelligence Team with its headquarters at Rijanah, Kaduna State.

He said that the team was under specific mandate to root out the kidnap for ransom gangs and armed robbery gangs terrorising the route.

Moshood said that the operation was to compliment and augment the ongoing Jont Police/Military operations on ground before now.

“The police personnel will be proactive and work on actionable intelligence at the disposal of the force and carry out massive deployment,” he said.

He said that Idris urged members of the public, especially commuters and people in towns and villages along the road to assist and cooperate with the police.

NAN reports that the Deputy Inspector-General of Police in charge of operation, Mr Hyacinth Dagala, has been mandated to supervise the operation.

Senate lauds CBN’s acquisition of scanners to check revenue leakages

The Senate on Tuesday lauded the Central Bank of Nigeria (CBN) for acquiring Hi-Definition scanners and platform to check foreign exchange leakages and other infractions in the import-export value chain.

The Chairman of Senate Committee on Customs, Excise and Tariff, Sen. Hope Uzodinma, made the commendation in an interview with newsmen on Tuesday in Abuja.

He said that the technology would help in exposing leakages associated with revenue collection and other sharp practices in the Nigerian Customs Service and other stakeholders in the import-export chain.

According to Uzodinma, the CBN has acquired a platform called Enterprise Screening Platform, through which leakages experienced in allocation and management of foreign exchange and revenue collection by the Nigerian Customs Service will be blocked.

”The platform is designed to aid the CBN in stabilising the Naira by providing accurate cross referenced data on all trade facilitation documents.

”Those documents include Form M, Bill of Lading, Letters of Credit and Clean Certificate of Inspection.

”The platform will also help in tracking repatriation of foreign exchange proceeds record and online real time remote screening of in-bound and out-bound cargo or passengers,” he explained.

Uzodinma said that the new technology would replace the manual process of examination of cargoes and other processes that had led to so much corruption in the system.

He pointed out that the platform would further ensure judicious utilisation of scarce foreign exchange to ensure that genuine foreign exchange users gained unfettered and transparent access.

He added that the process would effectively eliminate various foreign exchange abuses while leading to the appreciation in value of the Naira.

According to him, the new system will check corrupt practices like abuse of Form M, violation of foreign exchange manual issued by CBN, incorrect classification, under-valuation and under-declaration.

Other challenges in the process, the committee chairman said, were incorrect declaration, incorrect origin, error in calculation, temporary importation, exemptions and waivers and foreign exchange manipulations.

He said that unit cost analysis and excise, smuggling and illegal removal of cargoes from terminals and lack of exit certificate by vessels would be completely eliminated.

”The measures which have already been introduced by the CBN Governor, Mr Godwin Emefiele, came to the fore at the recent hearing of the Senate Joint Committee on Customs, Excise and Tariff and Marine Transport.

”At the hearing, CBN governor through the Chairman of the Technical Committee on Comprehensive Import Supervision Scheme (CISS), informed the committee that Nigeria was losing trillions of Naira through the old system.

”The CBN governor said the platform as designed would utilise revolutionary modular architecture to integrate Hardware and Software solutions to create a factual data mapping platform for absolute visibility of all transactions within the import-export chain.

”He said the platform comprises of a Network Operating Centre (NOC) that is a centralised command and control centre, where real time data from the Operational Screening Stations (OSS) are monitored.

”The OSS will be deployed at all exit and entry points in the country – land, air and sea – and comprise High Definition Scanners and proprietary analysis software.

”These are remotely linked by high speed Tri-Channel data path comprising of a mix of VSAT, BTS and fibre channels to the NOC,” he said.

The lawmaker said the screening platform had Remote Screening Stations (RSS) that were configured as ”war room” which would be installed at the CBN, the Nigerian Customs headquarters, the Ministry of Finance and the Presidency.

According to him, the Enterprise Screening Platform will be monitored from those locations in real time on a Video Graphic Display with 36 panels given life views of activities across all Nigeria’s entry and exit points.

He urged the Customs to adapt to the new platform to check leakages associated with revenue collection and other sharp practices in the service.

The committee had at its hearing, frowned at activities of a cabal at the ports which had defrauded the country of over N30 billion.

”The cabal from investigation connive with officials to carry out the infractions in daily transactions at the ports, commercial banks, shipping companies, terminal owners and operators.”

The chairman pledged the committee’s determination to work with relevant agencies to stop the fraudulent practices, adding that all those indicted would be prosecuted according to the law. (NAN)

Biafra Agitation a Waste of time, says Olumba Obu

SOLE Spiritual Head of the Brotherhood of the Cross and Star, Olumba Olumba Obu has described as a waste of time the agitations for the creation of a Sovereign Republic of Biafra.

Obu stated this when he addressed a mammoth crowd of adherents and guests at the headquarters of the Church in Calabar, Cross River State.

He, however, warned all those behind the agitation for Biafra nation to desist forthwith as such would never come to fruition.

Obu insisted that the agitators were self-seeking, adding that the unity of Nigeria was above any individual interest.

He stressed that the unity of Nigeria is non-negotiable as God has not sanctioned secession, adding that if they succeed there would be much suppression of the smaller ethnic minorities.

He said everyone, particularly the agitators should rather emphasize on unity, love and forgiveness for one another in the country.

“How many of those agitating for secession actually witnesses the last Biafra war? Or are they looking for another war? Do they think Nigeria will fold its arms and watch them?

“They can go ahead with the referendum. Anybody who wants to go with them can do so. They should stop this Biafra thing because it will never work,” he emphasized.

The spiritual leader also assured that President Muhammadu Buhari will not die but will return to the country with good health to complete his tenure, adding that “President Buhari is executing an assignment saddled him with by God”.

He said those unhappy with his efforts at combating corruption and exposing those that have misappropriated state resources are those bent at seeing his end.

“God will not allow them to end the life of the president. The president is on special assignment by God. Until he finishes it he will not die. He will return to the country with good health,” he declared.

The Federal Government says it has uncovered plans by some unscrupulous elements to discredit the Presidential Advisory Committee against Corruption (PACAC) and the government’s anti-corruption efforts, using fraudsters and their ilk.

According to a statement issued in Abuja on Tuesday by Lai Mohammed, Minister of Information and Culture, the committee’s letter head, stamp and the signature of Itse Sagay, its Chairman, are being forged and used to con people within and outside the country.

It cited a letter purportedly signed by Sagay, entitled ‘Presidential Investigation on Outstanding Federal Government External Contract Debts’, and a form to be filled for that purpose, which are being sent to unsuspecting persons to extort money from them and to portray the country’s highest advisory committee against corruption in bad light.

Mohammed clarified that President Muhammadu Buhari has not mandated PACAC to investigate and recommend for payment some outstanding contract debts, as contained in the letter in question, adding that, neither has the Federal Government approved the disbursement of $850 million in the 2017 budget for payment of the so-called external contract debt.

“We are therefore using this medium to inform Nigerians and foreigners alike to disregard such letters,” he said.

He said Sagay and all the members of his committee are men and women of proven integrity who will never allow the committee to be used for any activity that is not within its mandate or that is capable of weakening the anti-corruption fight of the present Administration.

A coalition of Yoruba youth group has called on the Acting President, Yemi Osinbajo to arrest the embattled leader of the pro-Biafra group, Indigenous People of Biafra, IPOB, Nnamdi Kanu.

The chairman of the Coalition of Southwest Youths groups, Prince Dapo Adepoju, who is also the National President of Yoruba Youths Congress made the call while speaking in Akure roday.

Adepoju while speaking to newsmen stated that the embattled leader of the pro-Biafra group is provoking Nigerian youth with his utterances and has also taken every Nigerian for granted.

Acting President Yemi Osinbajo says it will be suicidal to threaten Senate President Bukola Saraki and Yakubu Dogara, speaker of the house of representatives.

Osinbajo said this jocularly while speaking at the conference of speakers and presiding officers of the Commonwealth in Abuja on Tuesday.

Declaring the event open, the acting president said the media focus too much on the conflict between the executive and legislature.

He cited a newspaper report, which said he threatened the leaders of the national assembly, as an example of how the Nigeria media are fixated on the conflict between the two arms of government.

SPEECH BY THE PRESIDENT OF THE SENATE OF THE FEDERAL REPUBLIC OF NIGERIA, HIS EXCELLENCY, SENATOR (DR) ABUBAKAR BUKOLA SARAKI, AT THE LAUNCHING OF THE LEGISLATIVE NETWORK FOR UNIVERSAL HEALTH COVERAGE, ON MONDAY 24TH JULY, 2017.

1.It gives me great pleasure to be here at this occasion for the launching of the Legislative Network for Universal Health Coverage (UHC). This platform is indeed remarkable as it aims to strengthen institutional cooperation to advance legislative activities on health matters.

2.The importance of this framework cannot be overstated, as our major role as legislators is to promote the welfare of our citizens; to ensure that effective healthcare systems are available to all Nigerians.

This informed the desire to draw in the cooperative efforts of both the National and State Assemblies targeted at developing health strategies that will work effectively for all.


This for me is another rare opportunity for us to ensure that legislative effort in both the National and State Assemblies are moving towards the same direction.

3.I commend the respective Chairmen of the Senate and House Committees on Health for uniting with leadership of Health Committees in the States to create the Legislative Network for Universal Health Coverage with the support of the Health Governance Group of USAID.

4. As it is said, a healthy nation is a wealthy nation. In our efforts to revive the wealth of our nation, the health of our people must be paramount. We must therefore, strive to situate our health resources to optimally serve our population.

5. As a nation, we have opted to adopt the Universal Health Coverage which seeks “to ensure that all people obtain the health services they need without suffering financial hardship when paying for them”.

6. The poor access to good healthcare in our country especially in the rural areas is a challenge we must tackle through innovative thinking and dedication. Going by a World Bank report, the state of Nigeria health system is dysfunctional and grossly under funded with a per capita expenditure of US$9.44.

Therefore, addressing the issue in financing healthcare in a sustainable manner to reach all Nigerians call for the harmonization of legislative actions at both the National and States levels.

7. While the overall objective of this submit is to launch a national legislative Network on UHC, the knowledge base and understanding of strategies in the legislature, geared towards achieving the goals of Universal Health Coverage.

8. Finally, it is my hope that this framework will bring about the effective healthcare systems we envision for our country.

Despite still receiving medical treatment for an undisclosed ailment in London, President Muhammadu Buhari has accepted his nomination as the leader of the “2018 AU theme on the fight against corruption”.

The nomination took place during the 29th session of the Assembly of Heads of States and Governments of the AU in Addis Ababa, Ethiopia on June 4, 2017.

In a statement on Tuesday, Femi Adesina, President Buhari’s Special Assistant on Media and Publicity, also said that the President wrote to Alpha Conde, the President of Guinea, for “the nationwide prayers held last week by Guineans for his quick recovery and good health”.

“I thank you for your kind and thoughtful action in organizing nationwide prayers for my good health,” Buhari said in the letter to Conde who is also the current Chairman of the Assemblies of Heads of States and Government of the AU.

“Your Excellency will be pleased to hear that I am making good progress and as soon as doctors advise, I shall return to my duties and continue serving the Nigerian people who elected me and are daily praying for my recovery.”

President Buhari expressed his readiness to accept the new AU responsibility “and to reiterate my commitment to contribute towards our collective efforts to strengthen good governance and development on the continent”.

Southern Kaduna Will Go With Biafra, Danfulani Tells Kanu

Dr. John Danfulani, a social crusader and activist from the embattled Southern Kaduna has said that the people of Southern Kaduna would prefer and be comfortable to go with the Biafra Republic rather remain with Nigeria where the people were being killed on daily basis with any adequate protection from the Government.

Danfulani who spoke yesterday in Umuahia, when he paid a solidarity visit to the leader of the Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu was quoted to have said that “the people of Southern Kaduna share a lot of values in common with Biafrans”, and would not hesitate to follow them “if Nigeria breaks up”.

The former university teacher bemoaned the fate of minority ethnic nationalities in Southern Kaduna who are mostly Christians and lamented government’s indifference to their ordeals following incessant unprovoked attacks by herdsmen.

“If Nigeria breaks up we won’t go with the North. Certainly we will go with Biafra because we share a lot in common. We can form a confederation based on agreement. It is better for us because we are safer in Biafra.

In the North, they don’t like us because we don’t pray like them. So, it is better we follow those who share the same faith and values with us”, Danfulani was quoted to have said.

According to him, if the Federal Government failed to heed the clamour for the restructuring the country before 2019, Nigeria might not remain a single political entity.

It was his opinion that Nigeria was amalgamated for British economic and administrative convenience against the people’s wishes, saying there was need for the country to be restructured.

“Nigeria remains the only country in the world where people were merged together because of the economic interest of their colonial masters without their consent. If we fail to restructure now, it may be late after 2019″, he warned and wondered why some people are considered sacred cows in the country while others are treated as second class citizens.

Danfulani who is the Coordinator of the Centrum Initiative for Development And Fundamental Rights Advocacy, CEDRA, frowned at the inability of the security agencies to arrest the Arewa youths who issued quit notice to Ndigbo to live the North.

“Why is it that until today the leaders of Arewa youths who gave a quit notice to Ndigbo are yet to be arrested despite the warrant of arrest? They are parading the streets and nobody has touched them.

“If it is John Danfulani I would have been arrested because I am John. If it were John Danfulani, Governor El- Rufai would have crammed me into prison”, he said and accused Governor El-Rufai of persecuting him because of his faith.

“El- Rufai is after me because I am a Christian and identify with Christian minorities in Southern Kaduna. He is like the White South Africans behind apartheid rule while I am like the indigenous South African people that own the land.

“Is it not a crime to pay terrorists with the state funds? Yet El- Rufai said he is using Kanuda State funds to pay herdsmen massacring Christian minorities in Southern Kaduna and nobody is asking him questions”, he lamented.

According to him, the people of Southern Kaduna had suffered so much in the hands of “those who think they own the North”, jus the same fate of the people of South East in Nigeria.

“We face the same suppression and oppression that the Igbo face in Nigeria. We are hated in the North and we are the target of barbaric attacks by those who are out to extinguish us”, the activist said.

Dr. Danfulani also decried the poor state of infrastructure in the South East particularly roads which he described as the worst in Nigeria. He lamented that Nigeria’s unfair treatment to Ndigbo is the reason for the agitation for self determination.

“I plied the roads down to this place and I saw how terrible they are. I never knew we still have this type of road in Nigeria. The Enugu-Port Harcourt Expressway is a nightmare”, he said.

On his visit to Umuahia, Danfulani said it was to show solidarity to Kanu who he described as a God-sent hero championing a just cause.

“I came to show him support for the travails he has undergone. He is pursuing a legitimate cause that is acceptable and guaranteed by the United Nations charter. That is why I have come to encourage him and assure him of our support in Southern Kaduna.

“While he was in detention, I was among those who organised a protest for government to obey the court order to release him. I came for the groups I represent in Southern Kaduna in solidarity with him”, Danfulani said.

In his remarks, Kanu thanked Danfulani for speaking against injustice as well as his efforts in defence of the oppressed and marginalised people of Southern Kaduna and assured him of the full assistance of Biafra to Christian minorities and the oppressed people of Southern Kaduna as well as the Middle Belt.
“Biafra will not abandon Southern Kaduna and Middle Belt”, Kanu promised.

The National Chairman of United Progressives Party (UPP), Chekwas Okorie, has said that the leader of the Indigenous People of Biafra (IPOB) remains his political son but his quest for separate state of Biafra will not do the Igbo man any good.

According to him, Kanu has not been exposed to the place and spread of Igbos in Nigeria which would have convinced him that secession was not the best option for the Igbo nation.

Okorie also debunked allegations that there is a relationship between UPP and IPOB.

In a chat with journalists in Enugu, Okorie said: “First and foremost, UPP is a political party registered with INEC in line with the Nigerian laws to acquire power to improve the welfare of the Nigerian people. And in that registration, UPP like other political parties has a constitution derived from the constitution of Nigeria.

“It, also, has a manifesto, but, it is the manifesto that stands it out from all the other political parties. So, haven said this; there is no special relationship between UPP and Biafran agitating groups, because we are aware that the Nigerian law does not permit a political party to have a direct relationship with any group whatsoever.

“And for Nnamdi Kanu as a person, he is more like my political son and he does not dispute that. I gave him political limelight and I exposed him politically and appointed him the chairman of APGA in 2002, and, he remained loyal to my own chapter of APGA even during the crisis and up to 2011.

 “And the only point of departure is the new orientation he has canvassed and continued to canvass which is, ‘we want to exit from Nigeria’, that is where we defer.

“I do not think secession will do the Igbo man any good. He is a young man; he has not been exposed to the Igbo location in Nigeria. I have had the privilege of traveling round this country for a minimum of 15 times.

‘I have had the privilege of meeting the Igbo settlements in Gusau, in Northern part of Nigeria in the year 2000 where they have lived for over 400 years. And that was the year I was invited as a special guest of honour to the Igbo Day celebration in Gusau. The late Odumegwu Ojukwu was also invited; Dr. Alex Ekwueme was also invited.

“But remember that the year 2000 was the height of Sharia, so it was risky for most people to travel to the north, because of fear.

But I said to myself that there are people leaving there and they are human beings. I was the only one from the South East that honoured that invitation and I never regretted it till tomorrow. This is because it really opened my eyes.

“I also found out that it was the same year that the caliphate had their bi-centenary celebration in Nigeria. That means 200 years of entering Sokoto to establish the caliphate by their leader, Usman Dan Fodio. He came all the way from Senegal through Niger Republic, then to Sokoto.”

Governor Okorocha Says Buhari Will Return Within Two Weeks

President Muhammadu Buhari is expected back to the country within two weeks, Governor Rochas Okorocha of Imo State said.

According to a BBC report monitored in Abuja yesterday, Okorocha stated this as a member of a delegation that met the president in London on Sunday.

Buhari has been receiving treatment in the UK for an unspecified illness.

His absence has led to some anxiety in Nigeria, with some speculating that he might have died. Others have worried he may not be able to return to duty.

The presidency later released images of Buhari, 74, at the meeting with governors from the All Progressives Congress (APC). It was the first time he has been pictured in London since leaving Nigeria almost 80 days ago.

Okorocha told the BBC’s Newshour programme on Monday that: “I met a very hardy man in high spirits, and he’s doing quite well. He has not lost his sense of humour, for which he is known for.

“So he is doing quite well and we are very pleased to see him and I think that has gone a long way to reassure Nigerians about the health of their president.”

Okorocha earlier said Buhari had laughed off rumours concerning his health when asked about them.

“President Buhari was completely unperturbed by the cocktail of lies. He, instead, sent his best wishes to Nigerians.

“Buhari would be returning as soon as doctors gave him the green light, Okorocha said.

The president left Nigeria on 7 May – his second trip to the UK for treatment this year.

In his absence, he has given Acting President Yemi Osinbajo full powers to act as head of state.

The leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, has cautioned Igbos residing in the North that they are doing so at their peril.

This is also as he re-echoed his stand that it was either a date was given him for a referendum or there would be no further election in the Biafra land.

Speaking in an interview with journalists in Enugu on Monday, where he received awards from a number of pan-Igbo groups, including the Igbo Women Assembly, the Eastern Consultative Assembly and the Igbo Students Union, Kanu claimed that Northerners have been killing Igbos since 1945.

“It is up to them. They have been in the North, and they (northerners) have been killing us (Igbo) since 1945.

“If you choose to live in the North, you choose to be a sacrificial lamb because one day, they will kill you. It is a choice they have made and they will have to live with it,” he said.

Kanu also insisted that Igbos vacating the North was not a condition for the actualisation of Biafra.

He explained that secession does not imply that Igbos must leave any part of Nigeria.

“You are aware that Scotland is seeking to leave the United Kingdom? Are you remotely implying that every person from Scotland, who lives in England, should now return to Scotland?

“Britain just left the EU. Are you now implying that every British citizen in the EU should come back to Britain in order to finalise that process of extraction of Britain from the EU?,” Kanu added.

I will continue to defend Buhari – Orji Kalu


Former governor of Abia State and chieftain of All Progressives Congress (APC) Dr. Orji Uzor Kalu has explained why he would continue to throw his weight behind the government of President Muhammadu Buhari.

Kalu said aside being his party man, Buhari is his close friend and father, who deserves all the support to make Nigeria better.

The former governor also noted that the visit by the APC national chairman, governors and a minister to Buhari in London, on Sunday, has also vindicated him.

Kalu made the remarks Monday, at a dinner hosted in his honour by Dr. Nasiru Abubakar in Shanghai, China.

He said, “It is my duty to support the government in power and to support the central government controlled by the APC.

“First, I speak as a member of the APC, second, as a friend of the president and also as a Nigerian who wants the country to move forward .”

“We should try to be our brothers’ keeper.”

He continued, “I am excited because just as we are seated here, the news is that President Buhari is receiving the national chairman of APC and some governors on visit.

“This has vindicated most of us because people wanted to kill us for telling them that the president is alive and will soon be back. I don’t know what people gain in seeing a leader to die instead of praying for their leaders.

“I am sure you are aware Mr. President is getting well by the day and those that make hate comments or speak in the contrary; who attack people like us that tell them the truth that the president is alive and responding to treatment will by now know we had our facts right.”

He mentioned that corruption was the greatest challenge of the Nigerian society, adding that people merely pay lip service to it.
He blamed the reasons for economic setback of Nigeria on mismanagement and theft of public fund.

His words, “it’s therefore surprising to see them talking about ruling Nigeria despite their past records in mismanagement.

“I am sure most representatives of international communities in Nigeria are amazed about public fund looting.

“About three years ago when we first mentioned the alarming level of looting, they looked at us like people who were misinformed. But today, everybody knows better that we had facts.”

On the way forward, he suggested that “cultural re-evaluation, political re-evaluation are among what the country needs urgently.
Yes, the country needs restructuring, economic restructuring, political restructuring but not to divide the country. The country needs stability to move forward.

“All those preaching hate and calling for dividing the country should rethink. I am happy that the leader of the Arewa has been talking to me and his statements are very positive.

“The youth leader of the Arewa Forum, Alhaji Yerima Shetima and I have been in touch and am happy about the assurances he has given. Look at how large China is and the world still supports her One China Policy.”
