Sources: Pain killers caused Senator Adeleke’s death

Isiaka Adeleke, lawmaker who represented Osun west senatorial district, died as a result of overdose of drugs, TheCable understands.

Adeleke had been rushed to Biket Hospital in Osogbo, capital of Osun, after suffering heart attack. He later died in the hospital in the early hours of Sunday.

His family members and political associates received the news with shock. Nicknamed ‘Serubawon’, the deceased was a grassroots politician.

His burial was fixed for Sunday, but there were reports that Adedeji, his younger brother and father of Davido, Nigerian music star, directed that an autopsy should be conducted before the burial.

Sources have informed TheCable that the result of the autopsy, which is yet to be made public, shows that he was not poisoned as some people in Ede, his hometown, had been insinuating.

TheCable gathered that in his lifetime, the lawmaker suffered from pains in one of his legs. As a result of this, Adeleke regularly used painkilling injections.

“This had been going on for a while. However, an overdose of the injection led to the heart attack that eventually claimed his life,” a family source said

TheCable understands that the man who gave him the drug is suspected to be a quack.

He has since been arrested and investigations are ongoing.

The family of the deceased is expected to address the press on the latest development.

There had been reports that the deceased was killed because of his interest in the 2018 governorship election in Osun.

Hours after he died, aggrieved youth attacked journalists who visited his residence.

The violence continued on Monday, as youth threatened to bar officials of the Osun government from the burial.

It took the intervention of the police before Idiat Babalola, a senior special adviser to Rauf Aregbesola, governor of Osun state, was rescued.

A mob had descended on her at Adeleke’s residence.

Adeleke was the first civilian governor of Osun.

PDP senator forfeits Lagos skyscraper to EFCC

Peter Nwaoboshi, a Peoples Democratic Party (PDP) senator representing Delta north senatorial district, lost temporarily his 12-storey building at 27 Marine Road Apapa to the federal government.

The forfeiture order was given by Abdulaziz Anka, a judge at the federal high court in Lagos.

The court order was sequel to an application filed before the court by the Economic and Financial Crimes Commission (EFCC) and argued by its counsel, George Chia-yakua, againstr Nwaoboshi and his two companies; Golden Touch Construction Project Limited, and Bilderberg Enterprises Limited.

In urging the court to grant the application, Chia-yakua, told the court that the  application was pursuant to section 44(2)(k) of the constitution of the Federal Republic of Nigeria, 1999 (As amended), and Section 28 and 29 of the EFCC (establishment) Act 2004.

The EFCC counsel further told the court that the commission received a petition from an anti-corruption group, ‘Anti-Corruption and Integrity Forum’, against the senator and his companies on alleged money laundering.

The EFCC in an affidavit by Garuba Abubakar said it carried out investigations at the Code of Conduct Bereau (CCB) Abuja, banks, Delta state governor’s office, Delta state tenders board, Nigeria customs service, Lagos state ministry of lands, Federal Inland Revenue Services, and Corporate Affairs Commission (CAC).

The commission said its aim was to trace the movement of funds suspected to be proceeds of illegal activities, source of funds, and the beneficiaries.

The deponent stated that sometimes in 2010, the tender board of Delta state awarded a contract to the senator’s company Bilderberg Enterprises Limited to buy new construction equipment for Delta state Direct labour agency, at the sum of N1. 58 billion.

But rather than buying new equipment, Nwaoboshi’s company imported and supplied used equipment to the agency, while the Delta government fully paid for new one.

The deponent said upon investigation, it was revealed that the senator moved the proceeds to various accounts linked to him, and his company bought the said 12 storey building formerly known as Guinea House, located at 27 Marine Road, Apapa, Lagos at the sum of N805 million, with the use of his  company, Golden Touch Construction Project Limited.

The secretary to Delta state government confirmed the sale of the building to the senator’s company.

He also stated that the Senator completed and submitted the Code of Conduct Bureau asset declaration form on June 19, 2015, where he stated that he acquired the said Guinea House, Apapa, by being a director in the Golden Touch Construction Projects Limited.

When the EFCC team wrote to Corporate Affairs Commission CAC seeking information on the directors of the company, it was revealed that the senator is neither a shareholder or director in the company, while the purported directors and shareholders, Nwanbuoku Ike and Emma Ekpon denied their directorship.

The deponent also averred that further investigation revealed that the senator has 20 bank accounts as shown by his bank verification number (BVN), while his private companies have 23 accounts.

After listening to the submission of the EFCC counsel, Anka ordered that the 12 storey building located at 27 Marine Road, Apapa, Lagos be temporarily forfeited to the federal government pending the outcome of EFCC investigation.

FG to hold national conference in June to end farmers-herdsmen clashes

The Federal Government says it will hold a national conference to discuss and proffer solutions to farmers/herdsmen clashes currently ravaging the country.

Chief Audu Ogbeh, the Minister of Agriculture and Rural Development, disclosed this when a joint dialogue to analyse the root causes of the crisis submitted its report in Abuja on Monday.

Ogbeh said the government would engage all stakeholders involved in cattle breeding, as well as farmers to discuss and analyse the situation with a view to finding the solution to the crisis.

The minister listed other stakeholders to be involved in the conference to include policy makers, the security agencies, Ministry of Interior and the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN).

He said that the government had earlier appealed to the Food and Agriculture Organisation (FAO) to analyse the root causes of the clashes in the country, hence the submission of the report.

“The issue of herdsmen and farmers clashes and the big question of grazing reserves and ranches done by the committee is supported by the Food and Agriculture Organisation (FAO).

“The committee has been working on this matter for two weeks and they brought the summary of their report today.

“We have looked at it to see how we can finally deal with this problem. We don’t like the conflicts and we do not want them to continue.

“We also want to make sure that cattle breeding is not a nuisance but a viable industry.

“We are targeting June 2017 for a major national conference on this matter and at that conference we will bring in all stakeholders.

‘‘We have to solve the problem and we will solve the problem,’’ Ogbeh said.

Dr Rabe Mani, the Assistant FAO Representative in Nigeria, Programme, said that access to land, capital, market, infrastructure, inputs and manpower were needed to improve the livestock production in the country.

He said the committee recommended at least a 10-year national livestock or ranch development plan to establish milestones and targets.

According to him, the reason for the plan is to aid entrenchment for implementation.

“We facilitated this team. We engaged a cross section of stakeholders ranging from state commissioners, traditional producers, practicing ranchers, people directly in the marketing of livestock products across the country.’’

Mr Baba Ngalzarma, the National Secretary of MACBAN, applauded the recommendation saying it would help to solve the problems being faced by its members if implemented. (NAN)

We gathered that some of the civil servants in the state filled the court premises in a bid to embarrass the former governor over the backlog of payment of salaries owed to them.

Suspended NIA DG appears before Osinbajo panel

Ayo Oke, suspended director-general of the National Intelligence Agency (NIA), on Monday appeared before the panel set up by President Muhmmadu Buhari to investigate the monies recovered by the Economic and Financial Crimes Commission (EFCC) in Ikoyi, Lagos.

On April 12, the anti-graft agency discovered $43.4m, N23.2m and £27,800 at an apartment in Ikoyi.

Oke had said the monies belong to his agency.

Subsequently, Buhari suspended the intelligence chief and set up a three-man panel to probe him.

Vice-President Yemi Osinbajo was named head of the committee, which has Abubakar Malami, attorney-general of the federation and Babagana Munguno, national security adviser, as members.

On Monday, the panel commenced its meeting around 1pm.

Lawal Daura, director-general of the Department of State Services (DSS) and Ibrahim Magu, acting chairman of the EFCC, had appeared before the panel on Friday.

Over the weekend, Laolu Akande, senior special assistant on media and publicity to the vice-president‎, proceedings of the panel would not be open to the public.

Critics of this government have said nothing good will come out of the investigation.

The Ahmed Makarfi faction of the Peoples Democratic Party (PDP) had called on Buhari to set up a fresh committee, passing a vote of no confidence on the committee headed by Osinbajo.

The Kano emirate says the allegation that Muhammadu Sanusi II, the emir, embezzled over N4 billion is an attempt to tarnish his image and that of the council.

There had been reports that the emirate council’s secretary and treasurer were summoned by the Kano state public complaints and anti-corruption commission to explain how over N4billion was spent.

Speaking to journalists on Monday, Mahe Wali, custodian of the council’s treasury, explained that the council had to charter flights twice to Sokoto and Benin due to the circumstances of the trips at the time.

He said two bullet proof cars were also purchased based on the advice and approval of the state government after the Ado Bayero, the late emir, was attacked on his way back from Murtala Muhammad Mosque to the Palace.

“This media briefing is not to respond to the issues raised at the state investigating agency. We are still expecting them to continue with their investigation,” Wali said.

“It is just a deliberate attempt by fifth columnists to tarnish the image of the council especially in the social media platforms.

“The sum of N1,893,378,927.38k was the exact amount inherited by His Highness, Muhammadu Sanusi II, against the alleged claim of N4 billion.

“The council chattered an air flight only twice for His Highness for the following trips,  In September 2014 to Sokoto when the emir paid a traditional homage to sultan of Sokoto after his turbaning as emir of Kano and the council spent N4,651,000.00k.

“In January 2015, to Benin for his installation as chancellor of Benin university and it cost the emirate council N9,071,000.00k. All the trips were made as a result of lack of schedule flights at that time to make this important and historical trips and it cost the council the sum of N13,722,000.00 as against alleged N9,071,000.00k.

“The two bullet proof vehicles were surely purchased based on the advice and approval of the state government vide SSG’s letter No SSG/S/D/A/36/TI/109 of 17th September, 2014.”

A major crackdown on tax evaders is on the way, Finance Minister Kemi Adeosun said yesterday.

They will be named and shamed – in a desperate move to improve the tax to Gross Domestic Product (GDP) ratio and expose evaders.

The minister, who spoke at the end of the 2017 IMF/World Bank Spring Meetings in Washington, said Nigeria has the worst tax to GDP of six per cent in the world, as only 13 million people pay their taxes.

She spoke of collaboration with the British Government to ensure that Nigerians who own properties in the UK pay taxes in Nigeria. She said that many of the people who fly business class, and own houses in the UK will have to be watch listed.

“If you buy business class ticket, we will probably be looking at, is this person a tax payer anywhere?”

“At every data point of government, we will be picking up information that will be used to compare people to pay taxes. There is going to be much better collaboration from the international community,” she said.

According to her, a lot of money has left Nigeria, and there is UK focus on sharing the data. “So, under the Beneficiary Owners Register, which has been signed, with the David Cameron administration, the UK is going to give us the list of everybody that owns properties in the UK, once it is owned by a Nigerian.

That will enable us to say: ‘Is this person who owns four or five properties in the UK, how much tax are you paying in Nigeria?’

“So, it is going to be a very systematic process, using a lot of data and moral-suasion on the people, telling them that this is the time to do the right thing because that is the only way the country can move forward.”

She said: “When we travel, and we say, look at their roads, look at their airports, they have a very good tax system. Nigeria has one of the worst tax to GDP ratios in the world.

We have to find ways to make our tax collection much more effective. Once we have spent time on data, we will encourage people to pay taxes, and from there, we’ll move to naming and shaming tax evaders.

“We only have about 13 million tax payers in Nigeria at the moment and about 12.5 million of them are Pay As You Earn (PAYE). So, all the wealthy and self-employed that pay taxes are only 500,000. People are going to be invited, and it is really the wealthy and rich that will be invited.

We want to be much more aggressive on tax payment, not because we want to witch-hunt anyone, but because we have to, because it is the job of government to ensure revenue redistribution from the high and low.”

“So, people have to contribute their fair share. Those, who for years have been able to get away with evading tax should know that the game is over. It is time to do the right thing,” she said.

Mrs Adeosun said there were no plans to introduce new taxes, but implementation of tax laws will get attention.

The minister said the government had been gathering data. “That is why you hear that about over 800,000 companies have been put into the tax net. How was that done? We simply went to the Corporate Affairs Commission (CAC) to know the number of registered companies and then check their tax records.

A report recently went out from the Accountant-General’s Office, and anybody who has payment to collect must have up-to-date tax status. So, everything we are doing is driving people into the tax net,” she said.

The Remains of Senator Isiaka Adeleke

The remains of the late Sen. Isiaka Adetunji Adeleke was committed to mother earth on Monday amid tears from sympathisers and palpable tension amongst his kinsmen and political followers.

The late politician, after being blessed through Islamic prayers by array of clerics was buried before 12:noon.

Sympathizers cried their ”eyes out”, especially Ede indigenes who were his beneficiaries and other well wishers, as tension continued to rise in his hometown, Ede, over the circumstances surrounding his death.

Adeleke, who was the first Executive Governor of Osun State died in the early hours of Sunday of a yet to be ascertained ailment.

His body was, thereafter, taken to Ladoke Akintola University of Technology (LAUTECH) for autopsy, which was carried out on Sunday evening.

Contrary to the media report, Chief Odigie John Oyegun the National Chairman of the All Progressives Congress, APC has said he is always grateful to the national leader of the party, Asiwaju Bola Ahmed Tinubu and every party members for helping him one way or the other to become the national chairman.

There were earlier reports from some section of the media, News Punch not inclusive that Chief Oyegun said Tinubu did not help him become the national chairman of the APC.

But a further check by News Punch on the purported interview the Vanguard Newspaper revealed that Oyegun did not deny the fact that Tinubu helped him. What Oyegun actually said in the interview was that just like Tinubu, all other party members also helped him.

Chief Oyegun in the Vanguard Newspaper frowned at singling out an individual as his benefactor en route his emergence as the APC Chairman


What the APC National Chairman actually said when asked a question that some people are alleging that he has not been fair to those who assisted him to emerge National Chairman of the party, especially, Bola Tinubu is that everybody in the party and not a particular individual aided his emergence.

His words:

 “Everybody assisted me to this position and I am grateful to all of them. The only thing is my personality and integrity; I don’t joke with these two things because they are the only currency that I have and I will defend them at any time.

“I don’t believe one particular person solely assisted me to this position, everybody assisted me and someday, the story of how I became chairman of APC will be told.

“You will then see that everybody did assist me to become National Chairman. This means that I am there for everybody. I don’t belong to any camp in the APC. I belong to all members of APC high and below.”

NJC Maintains S’Court Justice Okoro Cannot Resume Sitting

The National Judicial Council (NJC) has maintained that a suspended justice of the Supreme Court, Justice Inyang Okoro, cannot resume sitting until he is cleared of all corruption allegations levelled against him by the Department of State Services (DSS).

Justice Okoro was one of the seven judges arrested in the wake of the raid on judges’ houses by operatives of the DSS last October.

After initially standing by the arrested judges, the NJC made a dramatic U-turn and suspended the justices from sitting, pending their clearance of corruption allegations.

Since his suspension on November 3, 2016, Justice Okoro has not been charged with any offence.

The council, however, has refused to lift his suspension.

A member of the council, who spoke in confidence with THISDAY not Thenigerialawyer, said Justice Okoro shall remain suspended, even though five months after his arrest and release, he has not been charged with any offence.

The source also said that the council was yet to take a decision on Justice Adeniyi Ademola of the Federal High Court, Abuja, who was discharged after the charges against him were dismissed by an Abuja High Court.

“The judge, I mean Justice Ademola, is at liberty to write to the council to have his suspension reviewed in view of the judgment,” the source said.

After the court threw out the charges against Justice Ademola, the federal government rushed to file an appeal.

It is not yet clear, if the NJC will allow the judge to resume sitting while the appeal against the judgment discharging him is pending.

However, several lawyers who spoke to THISDAY said that Justice Okoro has been unfairly treated and should be allowed to resume sitting since no charge has been filed against him.

A middle aged man has been arrested in Ilorin, the Kwara State capital for possessing human parts as angry mob demolishes his house.

Some residents of Ita Kudimo, Abata Suban, Pakata area of Ilorin West local government in Kwara State, has apprehended a middle aged man for possessing human parts, after speculation grew that he possessed a corpse in his building.

It was also gathered that the neighbours of the suspect swooped on his residence at about noon on Sunday and the suspect was allegedly caught with human parts.

The suspect was later dragged to Adewole Police station in the Ilorin metropolis amidst shouting and rain of curses by the crowd of people.

Reports reveal that the house of the suspect was demolished and his properties were carted away by hoodlums who took advantage of the situation to perpetuate their dastardly acts.

Speaking on the development, the police public relations officer, Ajayi Okasanmi, who confirmed the incident, said that the command had commenced investigation on the alleged crime.

Also speaking on the development, the commissioner of Police in Kwara State, Mr Olusola Amore, who did not give the name of the suspect, said, “it is true that a man was caught with human parts today.

"He was being beaten at Kudimo area of Adewole on Sunday. There was a crowd trying to lynch the man. In fact, they had set ablaze his car because they discovered that some odour was coming out of his apartment.

"On a closer look, they discovered that he had human parts, skulls and other parts, while they were trying to lynch him, police was informed and moved to the place and caught the man arrested.

"We arrested him so that we can know other people connected with that business they are doing. The case is now at Adewole but the State CID will take over the case.

"We are going to get to know who and who are involved with him. presently, the case is under investigation.”

A canopy where APC Governors; Ibikunle Amosun, Rotimi Akeredolu and Olagunsoye Oyinlola where sitting during the burial of former governor of Osun State, Senator Adeleke, was collapsed by some angry supporters who attempted to chase out Idiat Babalola, who is a commissioner nominee of Governor Rauf Aregbesola.

According to Punch newspaper, Babalola who was seated among the dignitaries including the younger brother of the deceased, Deji Adeleke, was chased out by the youths who alleged that the former governor was poisoned by some APC leaders.

The irate youths said Babalola was being touted to become the running mate of the anointed candidate of the APC.

It was gathered that problem started when Babalola was sighted by the mourners who demanded that she should be sent out.

Despite pleas from family members of the deceased , the youths insisted and started shouting and raining curses on her.

The youths started shaking the canopy where Governors Ibikunle Amosun, Rotimi Akeredolu, Prince Olagunsoye Oyinlola and Deji Adeleke were seated to chase out Babalola who they described as a betrayer.

Babalola was escorted outside the house by Amosun and his security aides as the youths threw sticks and mango fruits at her.

Adeosun: Fear NOT, recovered funds will not be re-looted

Kemi Adeosun, minister of finance, has reassured Nigerians that the cash recoveries being made by agencies of government in President Muhammadu Buhari’s anti-corruption drive will not be re-looted.

Fielding questions at a press conference on the World Bank, IMF meetings in Washington, Adeosun said the country now has a single account for reconciling recovered funds, to avoid re-looting.

“We have a recovery account. All the recovered monies go into the recovery account which we reconcile,” Adeosun said.

“Now, in the budget, there was the provision that some recovered monies would go into it and that goes into specific projects in the budget. Any excess recoveries we have to wait and take some decisions. So far, we have recovered up to the amount we are expecting in the budget.

But what we are trying to do is to make sure that there real controls, that was why we created a central recovery account. What we also discovered is that so many agencies are recovering and we must keep and eyes on those recoveries, otherwise there is the risk of re-looting.

“So, all the agencies that recover send us their returns monthly and then we sweep it into a central account which is kept by the Accountant General, so that we can reconcile.

“Even some of the cash that is recovered, we have to make sure it goes into the bank. You’d be surprised; some agencies will recover cash, and they think it is evidence, and we are saying no, its money, put it in the bank.

“This is something that is new and I think it is a good thing. As we recover more, we get better at it. It is a new thing in Nigeria.”

According to SBM Intelligence, a consulting firm, the Economic and Financial Crimes Commission (EFCC) has recorded  38 recoveries, which amount to N146.4 billion, $217.3 million and £2.074 million, as at April 19, 2017.

Malabu Oil deal: Adoke denies collecting bribe from anyone, reveals his role

Former Attorney General of the Federation, Mohammed Adoke, has denied taking bribe from anyone in respect to the controversial OPL 245 deal between the Federal Government and Malabu Oil and Gas in 2011.

Adoke, who made the denial in a statement by his media aide, Victor Akhidenor, also insisted that he did not broker the OPL 245 deal between the Nigerian government and the oil company.

The former attorney general disclosed that the Malabu transaction preceded his term in office as the initial allocation of the oil block took place in 1998 during the administration of the late Sani Abacha.

He stated that the Abacha administration allocated the oil block to Malabu Oil and Gas Limited “in pursuance of the FG’s policy of promoting indigenous participation in the upstream sector of the oil industry”.

Adoke said his role as a facilitator “was to ensure that the federal government was released from the contingent liability arising from the arbitration instituted by Shell, which claimed to have de-risked the block at substantial cost with the knowledge and approval of the government”.

The statement reads, “It is instructive to note that at the time of Adoke’s involvement in 2011, the title to OPL 245 was already vested in Malabu Oil and Gas Limited, the signature bonus of $210million was already fixed by the administration of President Olusegun Obasanjo, and Shell had already paid $1 Million and kept the balance of $209 in an escrow account jointly managed by Shell and FGN with JP Morgan.

“It was Malabu’s dissatisfaction with the revocation that led to series of litigation between it and the FG. Shell, aware of the pending litigation paid only $1 million out of the $210 million signature bonus that was fixed by the administration of President Obasanjo to the government and warehoused the balance of $209 into an escrow account jointly managed by Shell and the FG.

“Mr. Adoke has also made it clear that in 2006, Malabu and the FG reached a settlement, which was reduced to a consent judgment of the Federal High Court, Abuja. Under the terms of settlement agreement dated 30th November 2006, the FGN agreed to restore OPL 245 to Malabu and Malabu agreed to withdraw its pending litigation against the FG.

“However Shell was dissatisfied with this arrangement and commenced investor/state arbitration before ICSID claiming over $2 billion as damages from the FG.

“Also at the time, the federal government was exposed to a potential liability of over $2 billion arising from the Investor/state arbitration instituted by Shell before ICSID. OPL 245 could not be operated because Malabu was unable to get a technical partner as a result of the caveat that Shell had put on the Block.”

Adoke stressed that in a bid to resolve the contending issues as was “reflected in the OPL 245 resolution agreement and re-allocation agreement of 2011,” the federal government agreed to act as facilitator “to ensure that Malabu relinquished its title to OPL 245 and the re-allocation of same to shell/eni”.

“The FG was thus entitled to its signature bonus of $210 million as fixed by the administration of President Obasanjo; Malabu as owner of OPL 245 got the proceeds of its sale of the block and shell/eni paid Malabu the agreed sum they had negotiated amongst themselves,” he added.

Former minister of Environment, Housing and Urban Development under President Umaru Yar’Adua, Chuka Odom, has claimed that President Muhammadu Buhari is punishing Ndigbo for refusing to support him during the 2015 presidential election.

Odom admitted that though, the marginalisation did not start with Buhari, it, however, took a different dimension under his administration.

“The only thing is that it assumed another dimension under President Buhari. While others pretended to be in love with the South-East, President Buhari has no such pretensions. He announced from the beginning that those who voted for him would benefit more from his government; he put us on notice that he would not do anything for us.”

He noted that the continuous detention of founder of Radio Biafra, Nnamdi Kanu‎ had caused serious tension in the south east region.

“This is one of the reasons there is tension in the South-East. Not that we have been accommodated in the past and President Buhari came and reversed it. It’s just that Buhari made it clear that we will not get anything from him. He did not pretend about it.

“That is why I believe that the President needs to consider if the current policies have worked. He also needs to check if his policies have served the long-term political interest of his people. These are questions that should be answered by the President and the people close to him.

“When the South-South agitation started, there were hawks that told late Yar’Adua to ignore the people. But he knew that he had a problem in his hands. He quickly got the stakeholders in the region and had a discussion.

“Eventually, the amnesty programme was worked out. What is wrong with extending that same approach to the youths of the South-East?

“Instead, you are sending soldiers to go and kill them. Did they do that with the Niger Delta? This is where I do not agree with the Federal Government. As far as I am concerned, the Federal Government needs to find a solution. The solution is not in policing the South-East.

“The solution also does not lie with the continuous agitation for Biafra. The solution lies with constructive engagements that will involve the leaders of South-East. The Federal Government needs to be told that the continuous detention of Kanu is not the solution,” he added.

Army, DSS uncover stockpile of arms, ammunition in Anambra

A large stockpile of arms and ammunition have been uncovered in Anambra State through a joint security cordon-and-search operation carried out by troops of the 82 Division of the Nigerian Army and the Department of State Services (DSS).

This was disclosed in a statement signed by the Deputy Director, Army Public Relations, Col Sagir Musa during the weekend.

According to him, the joint operation, which led to arrest of two suspects, followed the recent murder of three civilians as a result of land dispute between some communities in the state.

The statement reads: “Following intelligence report, operatives of the Department of State Services, Anambra State Command and a patrol team from 302 General Support Regiment, Onitsha, successfully carried out a cordon-and-search operation on three identified locations in Amansi — Umuru, Orukabia and Graceland Housing Estate, Nteje General Area, Oyi Local Government Area of Anambra State.

“The operation was conducted in the early hours of yesterday at about 06:00 a.m.

“In the three areas that were searched, specifically 8, Chukwunonso Ndulue Street in Graceland Housing Estate, Nsugbe, Onitsha, two suspects were arrested.

“The following arms, ammunition and other items were recovered: seven pump action guns, 44 cartridges, one hunter knife, and two cutlasses.

“Recently, the three mentioned communities (Amansi – Umuru, Orukabia and Graceland Estate Nteje), have been in acrimonious land/chieftaincy tussle. This led to the gruesome murder of three civilians allegedly by suspected thugs.

“The suspects and the exhibits will soon be handed over to the police.

“Members of the public, especially in the above communities, are please requested to continue to give useful information and report any suspicious movement of persons or objects to security agencies.”

Saraki, Ngwuta, others may forfeit alleged undeclared assets

Senate President Bukola Saraki and Justice Sylvester Ngwuta of the Supreme Court, among other defendants currently being prosecuted before the Code of Conduct Tribunal, may have their properties, which are subject of the charges preferred against them, temporality forfeited pending the final determination of their cases.

This is according to the CCT’s new Practice Direction, 2017, released last week.

The 26-paragraph Practice Direction, with commencement date of February 16, 2017, is signed by the CCT’s Chairman, Danladi Umar, and the other member of the tribunal, William Atedze.

Paragraph 12 of the document, which deals with ‘Seizures’, gives the prosecution the discretion to apply (through ex-parte motion) for temporary forfeiture of assets which are subject of the trial pending the final determination of the case.

It allows the prosecution to make the application for property seizure at the commencement of the trial or “at a reasonable time thereafter”.

According to legal experts, since the new practice direction is a procedural framework, it will take immediate effect on ongoing cases.

Paragraph 12 reads, “The prosecution may, at the commencement of the trial or at a reasonable time thereafter, apply to the tribunal for an interim order of seizure, forfeiture and confiscation of the property, the subject of the charge pending the final determination of same by the tribunal.

“An application for temporary seizure may be heard in chambers or in open court by the tribunal.

“Application for temporary seizure shall be made motion ex parte supported by an affidavit and schedule of the property to be so attached.”

Saraki is being prosecuted by the Federal Government before the CCT on 18 counts including mostly false assets declaration.

Some of Saraki’s properties which are the subject of the charges preferred against him  are located at 15, 17, 17A and 17B Mcdonald Street, Ikoyi, Lagos. Others are located at Plots 2481 and 2482 Cadastral Zone A06, Maitama, Abuja, (otherwise known as 1 and 3 Targus Street, Maitama, Abuja).

Saraki is also accused of obtaining a N375m loan from Guaranty Trust Bank Plc on February 11, 2010, which he allegedly used to buy property in London.

The Senate President was said to have failed to declare the London property.

On his part, Justice Ngwuta was arraigned on eight counts before the CCT on April 20.

Properties, which are subject of the case, are listed in seven of the counts.

In count one to seven, the prosecution accused Ngwuta of false declaration of assets by failing to declare a parcel of land and properties in Abakaliki, Ebonyi State, as well as some luxury cars, all belonging to him, when he declared his assets to the Code of Conduct Bureau between June 2, 2011 and July 19, 2016.

The offence is said to be contrary to Section 15 of the Code of Conduct Bureau Act, Cap C15 Laws of the Federation of Nigeria 2004 and punishable under Section 23(2) of the same Act.

The Justice of the apex court is also accused in count eight of engaging in private business as a public officer, contrary to Section 6(b) of the Code of Conduct Bureau and Tribunal Act.

Specifically, in count one to three he is accused of failing to declare his parcel of land measuring 1,722.952 Square Metres located at Umkpufu, Off Onwe Road, Azuiyiokwu, and properties at Plot 36, Onwe Road Layout as well as Plot 35, GRA Extention (Onwe Road) Layout, allin Abakaliki, Ebonyi State.

In count four to seven, the Justice of the Supreme Court was accused of failing to declare between June 2, 2011 and July 19, 2016, the following cars as part of his assets:

Forfeiture of property, which is the subject of a trial, has been part of the three types of sentences imposable on the defendant found guilty since the establishment of the tribunal.

But giving room to the prosecution to request the seizure of the said property before the final determination of the case is novel at the CCT.

The other two sentences the tribunal can pass on a defendant, convicted by the CCT, are vacation of office and disqualification from holding public office for 10 years.

The new practice direction explains in its First Schedule that one of the sentences or combination of two or all the three sentences can be passed on a convict depending on the level of harm of the offence on the victim and the level of culpability of the defendant in the offence.

The document also now divides the trial before the tribunal into four stages, which are arraignment, pre-hearing, the trial and sentencing procedures.

A former national chairman of the All Progressives Grand Alliance,Chief Victor Umeh, on Sunday expressed dissatisfaction over the intrigues and delay in the conduct of the Anambra central senatorial rerun that had lingered since 2015.

Umeh, who was APGA’s  senatorial candidate in  the district in the 2015 general elections, spoke at St. Patrick Cathedral, Awka, Anambra state  after he was conferred with the Papal knighthood by the catholic  bishop of the  Awka diocese, Rt. Rev. Paulinus Ezeokafor.

Speaking at the cathedral, Umeh said he did not bear any grudge against a former governor of the state, Mr Peter Obi.

Umeh  said “Obi is not my political rival. I was instrumental to his becoming a governor  and I stood by him and gave him the desired support through out his eight years as governor.”

2019 Rivers Governorship: Amaechi Fights Former Ally, Senator Magnus Abe Dirty, Says Its 'Fight To Finish'

Almost two years ahead of 2019 governorship election, former governor of Rivers State and current Minister of Transportation, Chibuike Amaechi, has declared war on his ally and senator from the state, Magnus Abe, vowing to frustrate the former’s gubernatorial ambition.

Daily Sun gathered that the minister has boasted that he would frustrate moves by Abe to get the governorship ticket of the All Progressives Congress (APC) in Rivers State, accusing him of treachery and disloyalty.

Sources revealed that at a meeting Amaechi held with APC leaders from the four local government areas in Ikwerre area of the state last Saturday, he vowed to use everything at his disposal to stop Senator Abe.

It was gathered that the APC select stakeholders’ meeting convened by Amaechi held at the Port Harcourt GRA home of Chief Andrew Uchendu, where party leaders from Obio-Akpor, Port Harcourt City, Emohua and Ikwerre Local Government areas attended, Amaechi accused Abe, who was not invited, of being a traitor.

He said because of Abe’s alleged treachery he would not support him to vie for the governorship election in 2019.

Feelers from the meeting revealed that Amaechi lamented that Abe had aligned with all the people he earlier introduced him to in Abuja to now work against his desire to install an APC governor of his choice in Rivers.

According to sources, Amaechi said the Executive Director of Finance/Admin at the Niger Delta Development Commission (NDDC), Mene Derek, for instance, who he nominated on recommendation from Abe, is now supporting Abe’s quest to be governor, against his wish.

It was also gathered that Amaechi accused former attorney general of the state, during his administration, Chief Worgu Boms, of supporting Abe’s 2019 governorship ambition, when the former commissioner knows he has another plan.

Boms, it was gathered, was said to have told Amaechi that inasmuch as he remains grateful that he gave him a job in his cabinet, when he was governor, he believed he was entitled to support anybody he so wishes in the race for the Brick House.

Sources at the meeting said Amaechi told the group that the 2019 governorship election is a battle between him and Governor Nyesom Wike, vowing to use everything at his disposal, including enough money, to fight for it.

The former governor was said to have boasted that he would put someone of his choice as next governor of Rivers, in 2019, and that Senator Abe will not be the choice.

Amaechi accused Senator Abe of joining him to fight former President Goodluck Jonathan because of his selfish interest of being governor, not because of his conviction or loyalty, sources revealed.

Reacting to this, an Ogoni chieftain, Chief Frank Demu, said it was wrong for Amaechi to threaten the governorship ambition of Abe, who is from Ogoni.

He said Ogoni people would stand behind Abe if he joins the governorship race and would “not allow someone who wants to play god to have his way, against their Ogoni son.”

Also commenting, Governor Wike said he had been vindicated over Amaechi’s behaviour.

He said whenever anybody holds a different view from Amaechi’s, he would brand the person as a traitor. He expressed surprise that Abe doesn’t know this.

On the 2019 governorship election, Wike said: “Rivers people will determine who will be governor. It is not Amaechi that will determine this. It is not security agents. It is not money. Our people will decide with their votes.”

The Presidency may have preempted the panel it set up to investigate the suspended Secretary to the Government of the Federation, Mr. Babachir David Lawal as fresh indication suggests it has shortlisted eight possible candidates as a replacement just five days after the suspension.

Babachir was suspended to pave way for the Vice President Osinbajo-led panel to investigate him over the over N200million grass cutting scandal, News Punch understands.

The embattled SGF may have been considered sacked, as emerging report according to The Nation Newspaper suggests that the Presidency has already shortlisted two ministers, two senators, and four others as possible replacement.

The Nation Newspaper detailed that the presidency may have foreclosed the return of Lawal and the Director-General of the National Intelligence Agency (NIA), Amb. Ayo Oke, to their offices.

It was gathered that the new SGF might assume more roles, as it was during the tenure of ex-President Olusegun Obasanjo.

The President is said to be considering a reduction of the workload of his Chief of Staff, Mallam Abba Kyari, by devolving more schedules to the new SGF.

The horse-trading to succeed SGF Lawal may have started in earnest.

It was learnt that three geopolitical zones may produce the next SGF, depending on the disposition of President Muhammadu Buhari.

The zones are North-East (seeking the retention of the office), the North-Central and the South-East.

But the real battle for the slot is between the North-East and the North-Central.

Those being recommended from the North-Central are Minister of Agriculture Audu Ogbe (based on performance in office); Senators George Akume and Barnabas Gemade.

From the Northeast are a yet to be named Minister, a former Ambassador to Botswana, Hajiya Fatima Balla-Abubakar, a former Minister of Labour and Productivity, Sen. Joel Ikenya, and an architect.

It was learnt that the name of the Minister of Science and Technology, Dr. Ogbonnaya Onu kept recurring but it was unclear if the Presidency would give the slot to the Southeast less than  two years after the exit of former SGF Anyim Pius Anyim.

A source said: “The battle for SGF Lawal’s job is also assuming a religious dimension, with Christians demanding the replacement of the suspended occupant with another Christian.

“But the President  pays more attention to merit and capacity than religious or ethnic colouration.”

“Buhari might strengthen the office of the SGF in order to reduce the heavy workload on the Chief of Staff, Mallam Abba Kyari who is doing a lot now. There are some schedules which ordinarily ought not to be handled by the Chief of Staff but since such matters demand trust, the President saddles him with them,” the source said.

“He spoke of a plan to restore the Office to the era of Sir Ufot Ekaette under the administration of ex -President Obasanjo.

Former Military Governor of Kaduna State, Colonel Abubakar Dangiwa Umar has said that the continued detention of former National Security Adviser (NSA), Retired Col. Sambo Dasuki shows that anti-graft war by President Muhammadu Buhari is too selective to destroy the opposition parties.

In a statement issued on Sunday, Col. Umar noted that it was over one year since three law courts, including ECOWAS Court granted bail to Dasuki, but the Federal Government refused to release him, citing “untenable excuse” of grievous nature of his offence, even when the constitution is clear on the issue.

The former military governor also pointed out that decision by the Federal Government to suspend the SGF Mr David Babachir Lawal and the DG NIA Mr Ayodele Oke while they are being investigated without being detained was a welcome development in its war against corruption.

The statement read, “Most fair minded Nigerians are no more impressed and are indeed sceptical with the conduct of this government’s anti-corruption war which appears to be aimed at the neutralization and destruction of the opposition.

“It is over one year since three law courts, including ECOWAS Court granted bail to Col. M.S. Dasuki. The Federal Government has however refused to release him citing the untenable excuse of the grievous nature of his offence. Our extant constitution is quite clear on this issue.

“The Federal Government does not have the power to determine which offence is bailable or whether an accused person is deserving of bail. It should therefore obey courts’ decisions and release Col. Dasuki without any further delay. His unlawful detention, campaign of calumny and pretrial publicity make it impossible for him to receive a fair trial.

“The only explanation one can find for Col. Dasuki’s lengthy detention without trial is that he belongs to the wrong camp. He has also the misfortune of having served as National Security Adviser to the much vilified Nigerian President of Ijaw extraction.


“Colonel Dasuki’s fate is tied to that of his former principal President Goodluck Jonathan; an honourable and patriotic Nigerian who conceded defeat and congratulated the winner of the 2015 Presidential election Gen Muhammadu Buhari even before INEC declared the final results, when he could have held on tenaciously to power as is the norm in many Third World Countries.

“This rare act of statesmanship which pulled the country back from the precipice has been rewarded with utmost disrespect and derision by the APC Federal Government, President Jonathan is the most maligned Nigerian former Head of State. Col. Dasuki is paying dearly for his loyal service to this patriot. All well-meaning Nigerians must speak out against his unfair and unlawful treatment.

“We cannot afford to remain neutral in the face of this monumental injustice. When one Nigerian is unlawfully detained all of us must have the moral consciousness to feel psychologically incarcerated.


“The decision by the Federal Government of Nigeria to suspend the SGF Mr David Babachir Lawal and the DG NIA Mr Ayodele Oke while they are being investigated is a welcome development in its war against corruption.

“It is also remarkable and commendable that the Government has decided not to detain the duo while they are being investigated.

This is a welcome departure from the prevailing anti democratic process by which accused persons, particularly from the opposition camp, are unlawfully detained pending the commencement of investigations, or refused bail granted by law courts.

“There is national unanimity in support of the war against corruption which is expected to be non-discriminatory and waged by a meticulous adherence to the rule of law.

For the war to be meaningful and sustainable, it must be elevated beyond a President Buhari personal struggle to a national one,” Umar stated.
