We can’t keep going on with over bloated teams on abroad trips. Use the experts we have in your offices in those country to save cost.”</p><p><br /></p><p>Oshiomhole also accused the Minister of always abandoning her desk and on permanent visit to the Bank of Industry.</p><p><br /></p><p>He said: “Madam, sit in your office and work for Nigerians. I have gone there twice. You are always in the BOI. If you preferred BOI, you should have declined the President’s nomination to be Minister.</p><p><br /></p><p>The former President of Nigeria Labour Congress (NLC) also picked holes in Nigeria’s balance of trade with other countries.</p><p><br /></p><p>“What is our balance of trade? Especially with China. Those countries importing things to Nigeria are expected to build factories in Nigeria. We have to take advantage of our population to grow our industries.”</p><p><br /></p><p>She could however not give a convincing narrative as she said that her Ministry has no record of balance of trade with other nations.</p><p><br /></p><p>“Sir, I regret to say that we seem to have no record of our balance of trade.</p><p><br /></p><p>“Or at least, it doesn’t exist in the Ministry and that is why we initiated a new unit called trade intelligence Unit to ensure that such data are generated and stored.”</p><p><br /></p><p>Oshiomhole insisted that there was data at the Central Bank of Nigeria (CBN), Nigeria Customs Service (NCS) and other agencies, which the Ministry has failed to access.</p><p><br /></p><p>“No, Madam, I don’t agree that there is no data. Such data exists with the CBN, Customs and other agencies.”</p><p><br /></p><p>Earlier in her presentation, the Minister told the lawmakers that her Ministry “remains committed to achieving its vision of promoting economic growth, creating jobs and generating wealth as well as formulating and implementing policies and programmes that attract foreign direct investments, boost industrialization, increase trade and exports as well as encourage the development of enterprises.”</p><p><br /></p><p>She further disclosed that the “Ministry is currently implementing strategic policies, plans and programmes targeted towards economic recovery and growth for employment generation and wealth creation for the generality of Nigerians.</p><p><br /></p><p>“Some of these plans, programmes and policies are the Nigerian Industrial Revolution Plan (NIRP), the National Enterprise Development Programme (NEDEP), the Trade Policy of Nigeria (2023-2027) and the Nigerian Investment Policy (2023-2027). This section explicitly states that a public officer must abstain from participating in a procurement process if any of the bidders or service providers involved is related to them by blood, marriage, or grant relationship.</p><p><br /></p><p>Moreover, the Code of Conduct for Public Officers strictly prohibits public officers, especially those employed on a full-time basis, from being involved in the management or operation of any private business, profession, or trade unless in exceptional circumstances. It is evident that Alhaji Mohammed Makinta’s ownership of the company awarded the contract raises serious questions about adherence to ethical standards and the principles of good governance.</p><p><br /></p><p>The situation is exacerbated by Alhaji Mohammed Makinta a former Commissioner for Education and Health, creating concerns about the potential for political favoritism and nepotism in the awarding of government contracts. This bold move is stated to be in strict accordance with Section 25 Subsection 5a & b, leaving no room for dispute.</p><p><br /></p><p>Expressing regret for any inconvenience caused, the notice concluded with what can only be described as a thinly veiled warning, urging the recipient to accept the Minister’s highest regards.</p><p><br /></p><p>“I have been directed to refer to the above Right of Occupancy and to inform you that the Minister of Federal Capital Territory has in exercise of powers conferred on him under the Land Use Act No. 6 of 1978, Cap. 15. Lawn of the Federation of Nigeria 2004, revoked your rights, interests, and privileges ever Plot No. 2858 within ASOKORO (A04) District for contravention of guiding terms of allocation. This is also in line with Section 25 Subsection 5a &b,” it read.</p><p><br /></p><p>Since his emergence as the Minister of the FCT, the former Rivers State governor has been all out, clamping down on houses he believes are contravening the FCT master plan.</p><p><br /></p><p>Recall that in his inauguration speech after taking an oat as FCT minister, he said, “All those people who are distorting the master plan of Abuja, too bad. Gen. Emmanuel Atewe (retd).</p><p><br /></p><p>The properties, comprising several hectares of land in nine choice locations in both states, were forfeited to the Federal Government.</p><p><br /></p><p>Justice Chukwujekwu Aneke made the order on Friday, May 5 following an application by the Economic and Financial Crimes Commission (EFCC) theought its counsel, Mr. Rotimi Oyedepo (SAN) in Suit NO:FHC/L/CS/496/2020.</p><p><br /></p><p>The judge also directed the Applicant to sell the properties and remit the proceeds of sales to the Consolidated Revenue Fund of the Federation.</p><p><br /></p><p>In its application, the EFCC alleged that the assets, found and recovered by it, were reasonably suspected to have been acquired with proceeds of unlawful activity.</p><p><br /></p><p>The land and shares were the subject of an interim forfeiture order granted by Justice Mohammed Liman. Tinubu’s spokesman did not respond to email and text messages seeking comment,” the investigation reads.</p><p><br /></p><p>“Tinubu was forced to forfeit $460,000 to the U.S. government in 1993 as proceeds of narcotics trafficking, according to the ruling of a U.S. District Court in Illinois.</p><p><br /></p><p>“However, about a year later, Abeeb Holdings Limited, an offshore company registered in Gibraltar with Tinubu as the beneficial owner, bought Flat 9 at 96-100 New Cavendish Street in London.</p><p><br /></p><p> “His connection to Abeeb Holdings Limited has been revealed, thanks to the Register of Overseas Entities, a new measure designed by the UK to reveal the true owners of offshore firms that hold property in the country,” OCCRP reports.</p><p><br /></p><p>The OCCRP said it later found that Eludoyin is also the beneficial owner of 17 UK properties through three offshore companies registered in the British Virgin Islands.</p><p><br /></p><p>The organisation added that Fashola, Tinubu’s former aide and successor, and Sanwo-Olu, Tinubu’s former aide and incumbent governor of Lagos State, also had a hand in controlling Aranda Overseas Corp. internal affairs.</p><p><br /></p><p>“Fashola also signed and presented the allotment of shares of Aranda Resources Limited to Nigeria’s corporate registry in December 2001. Fashola’s spokesperson did not respond to requests for comment.</p><p><br /></p><p>“Sanwo-Olu was a director in Aranda Resources Limited until 26 days before his first day in office as governor in May 2019. There’s a big gap there.</p><p> </p><p>“Instill may be looking in the future on how to fill that gap. Like they are doing in South Africa; they may also, but the major component of this MoU is about the in-service teachers. How do we go about capacitating these in-service teachers, and upskilling them?</p><p> </p><p>“And that’s what Instill is coming with; they are upcoming with their expertise and technology to be able to help us to do this kind of capacitation for our teachers. </p><p> </p><p>“We’ve been talking over time, about mandatory continuing professional development for teachers, where teachers are going to take certain capacity development programmes and they will get points and this will count towards the renewal of their licence as well as their promotion,” he added.</p><p> </p><p>On his part, the Dean of Operation at Instill Education, Mr Tom Parry, said the training received through his organisation will always end with a practical applicable component so that teachers have an opportunity to practice and understand.</p><p> </p><p>Parry said the MoU will focus on upskilling in-service teachers, adding that in the future, his organisation hopes to bring together the pre and in-service programmes into a micro-credential division so that teachers can continuously upskill themselves, gain access to relevant quality, affordable practical training that is recognised by the government, practical in their classrooms and help them to deliver better learning outcomes.</p><p> </p><p>“Beyond the simple training processes that we build into our platform, we also think about the incentive structures.</p><p> </p><p>“So, this is where we’re talking more about this workforce development platform. Teachers, I mean, there are some teachers who will be incentivized simply to do training for the sake of getting better.</p><p> </p><p>“But the reality is, many teachers have childcare or other care responsibilities, they have second jobs, they have other lives, they cannot always dedicate the time needed to do it just for the goodwill of it just for the love of training,” he said.</p><p> </p><p>Parry lamented that 90 per cent of learners in Africa cannot read for meaning by the end of primary school while 30 per cent of primary teachers and 50 per cent of secondary teachers are unqualified.</p><p> </p><p>He added that it is just the nature of the system and not an indictment of it, and without recognising these realities, we cannot start to address them.</p><p> </p><p>Earlier, the TRCN Director, Planning, Research and Statistics Mr Ugo-Ali Lawrence, said the Council first met with representatives of Instill Education on November 14, 2022, where it commenced discussions on the proposed collaboration to train Nigerian teachers.</p><p> </p><p>Lawrence said since 2015, the organisation has delivered over 1.5 million hours of professional development, coaching and mentoring sessions to about 100,000 teachers and school leaders across 5 countries namely, Ghana, Kenya, South Africa, Uganda and India.</p><p><br /></p><p>READ ALSO: <a href="https://www.ujuayalogusblog.com/2023/05/keyamo-to-onaiyekan-tinubu-will-be.html">Keyamo to Onaiyekan: Tinubu will be sworn in as president | Step back from murky waters of politics</a></p><p><br /></p><p>Are you an artiste? His victory is being challenged in court by Atiku Abubakar of the Peoples Democratic Party (PDP) and Peter Obi of the Labour Party (LP).</p><p><br /></p><p>In a tweet on Thursday, the minister said the archbishop was going against Tinubu because he was not his preferred candidate during the elections.</p><p><br /></p><p>“All issues raised against the victory of Tinubu in court now (whether it is 25% votes in FCT or the fake drug issue, etc), are not different from issues raised against previous presidents-elect because basically, the complaints have always been that the declared victor did not win the election fair and square or was not qualified to contest the election,” Keyamo said.</p><p><br /></p><p>“No disqualifying issue against a candidate can be greater than other disqualifying issues since a single issue can decide a case against a President-elect.</p><p><br /></p><p>“So, why all the fuss now? It has always been our electoral template since 1999 for the declared winners to be sworn into office in order to avoid a vacuum and not to foist an unconstitutional contraption on the system whilst the cases are in court.”</p><p><br /></p><p>The minister said Onaiyekan should “consider stepping back from the deep and murky waters of politics and desist from descending into the arena of political conflicts”.</p><p><br /></p><p>“The embarrassment to the body of Christ is getting too much and no politician is worth dragging this dignified body into unnecessary political controversy. But he is not yet President.</p><p><br /></p><p>2. It isn’t automatic that he will form the next government. He has a serious case in tribunal that can go either way.</p><p><br /></p><p>3. According to the EFCC, Obiano was apprehended at the Murtala Muhammad International Airport in Lagos while preparing to board a flight to Houston, United States. </p><p><br /></p><p>SecretReporters gathered that the arrest took place at approximately 8:30 p.m, a few hours after he left office as governor, thereby losing his immunity from arrest and prosecution.</p><p><br /></p><p>This was in response to a letter dated November 15, 2021, from the Economic and Financial Crimes Commission (EFCC) to the Comptroller General of the Nigeria Immigration Service (NIS), requesting that the service place the governor on a watchlist and notify the EFCC whenever he departs the country from any of the international airports or other points of entry and exit.</p><p><br /></p><p>According to reports, the former governor of Anambra State was arrested by the Economic and Financial Crimes Commission (EFCC) on allegations of corruption. The spokesperson for the EFCC, Wilson Uwujaren, informed the Punch newspaper then, that Obiano was taken into custody for the alleged misappropriation of public funds. </p><p><br /></p><p>Specifically, the diversion of N5 billion Sure-P and N37 billion security vote, which was withdrawn in cash. It is also alleged that a portion of these funds was used to finance political activities in the state. Despite this, both Uwujaren and the chairman of the EFCC, Abdulrasheed Bawa, have declined to provide any further information and have stayed mum over the case.</p><p><br /></p><p>When asked to provide details about the case, Bawa responded by saying, “I don’t know what update you want me to give, because you have been accusing us of media trials, and you want me to say we are doing this and that. No, we (EFCC) would not do that.” The EFCC boss went on to add that “We would continue to conduct our investigations professionally, as we have been doing.”</p><p><br /></p><p>In the meantime, a source informed the Daily Post that Obiano was accused of diverting funds allocated for Local Government Councils (LGCs) in Anambra for personal gain. Additionally, he was also implicated in the alleged purchase of properties in Lagos, Abuja, and outside Nigeria.</p><p><br /></p><p>“Of course, these acquisitions were done through proxies and associates that would be revealed in due course. The EFCC had sent operatives to Lagos and Abuja airports 24 hours before Obiano handed over to Soludo”, the source said.</p><p><br /></p><p>In the heat of the arrest, a 12-second video of Obiano in EFCC custody went viral and caused controversy. In the video, the former governor can be seen dressed in shorts and a white shirt, drinking water from a bottle in a closed room presumed to be in EFCC custody. After spending a week in detention, the EFCC released Obiano. As part of his bail condition, his passport was withheld. However, more than a year after he was arrested and released, nothing has been heard about the case.</p><p><br /></p><p>With the anti-graft agency allegedly operating on double standards, there have been speculations that the case may have been ignored or concealed as the agency have repeatedly come under fire for its approach to combating corruption, with the law arguably only enforced against ordinary citizens, while the wealthy often evade punishment for their corrupt acts.</p><p><br /></p><p>In April 2022, President Buhari pardoned Joshua Dariye, the former governor of Plateau state, and Jolly Nyame, the former governor of Taraba state. Jolly Nyame was prosecuted by the EFCC for embezzling N1.64 billion during his tenure as governor of Taraba from 1999 to 2007. </p><p><br /></p><p>He was convicted and sentenced to 14 years in prison in 2018, following an 11-year trial. Similarly, Joshua Dariye, who served as governor between 1999 and 2007, was found guilty of N1.126 billion fraud and was sentenced to 14 years imprisonment in 2018.</p><p><br /></p><p>Furthermore, Nigerians have raised concerns about the release of former Abia State Governor Orji Kalu from prison in 2020, despite his N7.2 billion fraud conviction that led to a 12-year jail sentence. We have spent four months now and the police authorities, police service commission and federal government have refused to pay us.</p><p><br /></p><p>“And we are working 12 hours a day, for the whole week. No time for any other things, please we are suffering and dying of hunger already. They are indirectly teaching us corrupt practices,” one of them said.</p><p><br /></p><p>“We now beg for food and transport fee to go to work and we cannot protest because it's against the police regulations.</p><p><br /></p><p>“And the worst part of this is that we are being posted to various special duties like we are already being paid. And we must go because it's an order. We must look for means either good or bad,” another policeman said.</p><p><br /></p><p>In January, the Police Service Commission asked the Accountant-General of the Federation to halt the capture of the 10,000 constables on the Integrated Payroll and Personnel System.</p><p><br /></p><p>According to the commission, the police officers had not been issued their letters of appointment and should not be enrolled on the payment portal.</p><p><br /></p><p>According to the Public Service Rules, public officers not captured on the IPPIS cannot be paid salaries and other emoluments.</p><p><br /></p><p>The development followed the alleged refusal of the Inspector-General of Police to submit their names to the PSC for vetting on the grounds that he was empowered by the Police Act, 2020 to recruit constables into the force.</p><p><br /></p><p>The commission had also written to the President, Major General Muhammadu Buhari (retd.) and the Head of Service, Folasade Yemi-Esan about the enrolment of police officers on the salary portal without letters of appointment.</p><p><br /></p><p>The personnel were recruited in 2020 and 2021.</p><p><br /></p><p>The face-off between the police authorities and the commission is a spill-over of their supremacy fight over the right to recruit constables.</p><p><br /></p><p>Though the Court of Appeal September 30, 2020 ruled that the commission had the constitutional mandate to recruit constables, the NPF had gone ahead with the recruitment process in defiance of the court order.</p><p><br /></p><p>In 2022, the police appealed against the judgment to the Supreme Court, two years after the order was handed down.</p><p><br /></p><p>Before its appeal and in spite of the court order restraining the police from conducting constables’ recruitment, the authorities had recruited a total of 10,000 constables in the 2020 recruitment exercise.</p><p><br /></p><p>In 2020 and 2021, two batches of 20,000 cops were recruited without the active involvement of the PSC under a former IG, Musiliu Smith, who resigned in September, 2022, on the grounds of ill-health.</p><p><br /></p><p>Over the past years, there have been issues involving the PSC and NPF over the provisions of part one of the third schedule to the 1999 constitution (as amended) and section 18(1) of the Nigeria Police Act 2020.</p><p><br /></p><p>In 2019, Mohammed Adamu, former IGP, recruited 10,000 constables into the Force.</p><p><br /></p><p>Displeased by the decision of Adamu, the Police Service Commission filed a suit against the action of the IGP, saying it is the commission that is constitutionally empowered to carry out such recruitment.</p><p><br /></p><p>At the Federal High Court, the powers of the IGP to carry out the said recruitment were upheld but the Appeal Court later ruled that the PSC has the constitutional responsibility of recruiting police constables.</p><p><br /></p><p>The Court of Appeal also declared the Police Act 2020, as it affects the constitutional mandate of PSC in terms of recruitment, as illegal.</p><p><br /></p><p>Highlighting the powers of PSC, Part 1 of the Third Schedule to the 1999 constitution (as amended) states that: “The Commission shall have power to — a. appoint persons to offices (other than office of the Inspector-General of Police) in the Nigeria Police Force.”</p><p><br /></p><p>On the other hand, section 18(1) of the Nigeria Police Act 2020 states: “The responsibility for the recruitment of recruit constables into the Nigeria Police Force and recruit cadets into the Nigeria Police Academy shall be the duty of the Inspector-General of Police.”</p><p><br /></p><p>READ ALSO: <a href="https://www.ujuayalogusblog.com/2023/05/how-i-attempted-to-convince-tinubu-to.html">How I Attempted To Convince Tinubu To Join PDP - Wike</a></p><p><br /></p><p>Are you an artiste? I was sent to go and talk to him, how he can join us. I went to him, I said sir, I hear you can’t find your feet again in APC. Why not join us and let’s support one of these our candidates to win the 2019 election?</p><p><br /></p><p>“He asked me. Who are these your candidates, I mentioned them. He said look, if it is these ones you have, I will support (Muhammadu) Buhari 200 times. He told me that. And I respected him.”</p><p><br /></p><p>On his support for Tinubu during the 2023 presidential election, the governor said, “We didn’t do anti-party, we supported the unity of Nigeria which is more important than any political party. Those who did anti-party are those who violated the provision of the constitution of their political party, they did anti-party.”</p><p><br /></p><p>Wike said since they insisted that they “must obey the constitution of our party, we cannot be held for anti-party”.</p><p><br /></p><p>On the presidential election petitions challenging Tinubu’s victory, the governor said, “It’s only in Nigeria where I see if the opposition wins an election, that election was done well. It’s only in Nigeria I have seen that. If as a governor now, I contested Senate and I lose that election, they will say that the election is free and fair. Why? Because the governor lost.</p><p><br /></p><p>“But if I won, the governor has done everything. We saw governors who lost the election. Bola Tinubu lost Lagos -the presidential election, he lost Lagos, is it not correct?</p><p><br /></p><p>“That election was free and fair in Lagos. Was it not free and fair in Lagos? Why? Because Bola Tinubu lost in Lagos. That is the kind of thing we do. If I lost election in Rivers state, they will say but we said it, his own time is over, how do you think Wike would have won? Now I won, don’t worry, they just manipulated.</p><p><br /></p><p>“Look at states where governors lost elections, nobody is talking about it. That election was free and fair. Senators lost elections, that election, free and fair.</p><p><br /></p><p>“As far as I’m concerned, I have no regrets. I will continue to say and I have told the president-elect, the elections have come and gone. You have finished that battle, the battle you have now is governance. What Nigerians want is good governance. Hon. This is part of the changes that are necessary. We must fight corruption but we must definitely look at the other side of the coin,” Tinubu said.</p><p><br /></p><p>“If you don’t want your judges to be corrupt, you got to pay attention to their welfare. You don’t want them to operate in hazardous conditions.”</p><p><br /></p><p>The president-elect said lack of consumer credit which could make it easy for workers to acquire property such as houses and cars makes them susceptible to corruption.</p><p><br /></p><p>“If you have consumer credit that will reduce the propensity for corruption. We don’t want our judges to play foul, to compromise justice. His victory is being challenged in court by Atiku Abubakar of the Peoples Democratic Party (PDP) and Peter Obi of the Labour Party (LP).</p><p><br /></p><p>On Wednesday, the presidential election tribunal fixed May 8 for the hearing of the petitions.</p><p><br /></p><p>Speaking in an interview with Channels Television on Thursday, Onaiyekan said the system of electioneering in the nation should be reviewed, noting that it would produce winners who don’t have the shadow of the court lurking behind their victory.</p><p><br /></p><p>“There are cases in court that have not been disposed of. That is why we are in an anomalous situation. We have a president-elect whose election is being challenged and the court is handling it,” he said.</p><p><br /></p><p>“I’m still waiting for the court to tell me who won the election. It doesn’t make much sense to be swearing in people when they are still in court.</p><p><br /></p><p>“I know it has happened with governors but the outcome has really not been the best of all cases. I think we need to review our election process, so we do have a winner who will be sworn in and whom everybody would rally around.</p><p><br /></p><p>“It is a pity that it is taking longer for the court to come to its decision. My problem is that the whole system of our election must be properly reviewed so that it would be easier for winners to emerge according to the wishes of the people.</p><p><br /></p><p>“It is not right to have a system that is constantly contested. If we had said because they are Federal Government roads, and we won’t do it. Who are those to suffer?”</p><p><br /></p><p>“Since we have said we don’t want our people to suffer, I also believe that the Federal Government should say look, you have done well for us. These are projects we should be doing, can you bring your bill, let us refund you the money you have done these roads.</p><p><br /></p><p>“That is what it is supposed to be for a partnership with a good Federal Government. I can assure you as you enter the office and you approve to pay this money back, other states will have the courage to also do the same thing.</p><p><br /></p><p>“I am not asking what we are not entitled to. The Federal Government should say you are a true son of this government you have removed shame from us,” Wike said during his speech at the inauguration of the Rumuokwuta/Rumuola Flyover.</p><p><br /></p><p>In his response, Tinubu jocularly said, “The demand you made for refund, I owe you nothing, is your road. You are the one living on this road, I commend your effort, and you had to lobby me to collect.</p><p><br /></p><p>“Nyesom, as you create excitement and development across this state, we have something to look forward to for Nigeria. You and I will discuss that, not expected debt.”</p><p><br /></p><p>Meanwhile, Tinubu dscribed Wike as a man of principle, saying the governor and the people of Rivers played a role in his election victory.</p><p><br /></p><p>He said he was in the state in line with the promise he made during the campaigns in Rivers.</p><p><br /></p><p>“I will never forget the pivotal role the great and wonderful people of this state played in my victorious campaign to become the next president of this country. You have my eternal gratitude.”</p><p><br /></p><p>“In His Excellency, Governor Wike, I see a man of principle. He took a principled stand that the presidency should be returned to the South; and he had the courage to stand by his convictions, not minding whose ox was gored.</p><p><br /></p><p>“He is, indeed, a man of great integrity. He did not choose to serve his own interests, rather, the interests of the nation and the people of Rivers State.
