The Wuse District Hospital and the National Emergency Management Agency have been plagued by corruption, with staff engaging in corrupt practices in violation of the Code of Conduct Bureau for public office holders in Nigeria.
According to the Code of Conduct for Public Officers “except where he is not employed on a full‐time basis, engage or participate in the management or running of any private business, profession or trade; but nothing in this paragraph shall prevent a public officer from engaging in farming or participating in the management or running of any farm”.

Data obtained by SecretReporters from Nigerian Open Contracting Portal (NOCOPO) showed Nigerian Communication Commission (NCC) awarded a contract to Visible Global Concept Limited, worth N39,105,650.00 for Technical Audit for Virtual Examination Centers in Northern Nigeria, in the year 2017, with its status ongoing.
SecretReporters gathered that Visible Global Concept Limited was incorporated, in Abuja, Nigeria, with registration Number 449450. It was registered on 02 May 2002, and its status is unknown. The company’s office address is PLOT1110, Adetokumbo Ademola Crescent. Among key management personnel of the company are Dr. Kwaifa Salihu Ibrahim, a consultant physician and nephrologist at Wuse District Hospital, Abuja, and Sani Ahmed Jiba, Director of Finance and Account, NEMA.
Dr Kwaifa Salihu Ibrahim and Sani Ahmed Jiba as a result of corruption turned from Doctors and directors respectively in the day to contractors at night. Further findings showed that NCC was also complicit to the corruption as they violated section 9 of the code of conduct for public officers involved with procurement which states that; “A Public Officer shall decline in serving in a procurement process if any of the Bidders or Service Providers engaged in the procurement proceedings is related to him by blood, marriage or grant relationship or where the success of a particular Bidder or Service Provider in the proceedings will confer a pecuniary or other advantage on him”, by awarding a contract to Visible Global Concept Limited, a company whose key management personnel are Dr Kwaifa Salihu Ibrahim and Sani Ahmed Jiba, staff of the federal government of Nigeria.
