Enemies Of Nigeria: How Lagos State Neighbourhood Safety Agency Bypassed The Law To Award A Multi-Million Naira Contract To An Unqualified “Media” Company To Purchase Elbow And Knee Guards


In a sting of fresh investigation, this online media has unearthed how the Lagos State Neighbourhood Safety Agency bypassed the law to award a multi-million Naira contract to an unqualified media company to purchase Elbow and Knee Guards.


Details concealed in the Lagos State open procurement portal have it that in violation of the State’s procurement law that forbids companies with less than three years of tax payment from vying for a government contract, the Safety Agency awarded a contract to one Brandwagon Media Concepts Limited which was just two years in existence at the time of the contract.


According to the data, in June 2022, the Lagos State Neighbourhood Safety Agency awarded a contract worth N40,066,187.00, for the Procurement of Elbow and Knee Guards for Corps of the Lagos State Neighbourhood Safety Agency, to Brandwagon Media Concepts Limited.


An x-ray of the company revealed that it was registered on 03 June 2020, implying that it didn’t have up to three years of taxation before it was awarded.


It is not clear how a media-oriented company was given a contract for the procurement of Elbow and Knee Guards. More so, the contract details did not reveal the procurement method used, neither did it reveal the names of other companies that competed for the contract.


In another similar development, a beam of torchlight on the Lagos State Primary Health Care Board exposed how the board was involved in contract racketeering to the tune of nearly two million Naira.


According to data on the State’s procurement portal, in June 2022, the Lagos State Primary Health Care Board awarded a contract worth N1,674,640.70, for “Re: Procurement Of Medicines For The Primary Health Care Board (Phcb) Secretariat Clinic,” to Mexzen Pharmaceutical And Chemical Limited.


When SecretsReporters dug into the details of Mexzen Pharmaceutical And Chemical Limited, it was uncovered that the company was registered on 07 July 2020 denoting that it didn’t have up to three years of taxation before it was awarded the contract.


The Lagos-based company is into the Manufacturing of basic pharmaceutical products and pharmaceutical preparations. One Ifeanyi Charles Okeke is the accountant, as revealed by b2bhint.


Remarkably, the Lagos State Primary Health Care Board concealed the names of other companies that hunted the contract. The procurement method was also hidden, giving rise to suspicion.


In yet another disturbing development, data have revealed that in June 2022, the Lagos State Emergency Management Agency awarded a contract worth N2,200,000.00, for “Maintenance and Upkeep of the Onipanu Unit for March 2022,” to Messrs Mirabliss Global Services Limited.


Findings show that the company which was registered on 26 Oct 2021 didn’t have up to three years of taxation before it was awarded the contract.
